September 28, 2018 UPDATE – Contractor Southern Constructors will continue to work within the
fenced off-road work zone, which includes the alleyway in front of the Jackson
Terminal Building (east of Gay Street). Access to Jackson Terminal will be
maintained; however, parking will not be permitted in the alleyway. The fenced
off-road work zone on the west side of Gay Street will also remain in place
next week. Additionally, there will be intermittent alternating daily lane
closures from 7 a.m. – 4 p.m. between 312 and 410 W. Jackson Avenue next week
for asphalt restoration across the roadway. Access to the Jackson Avenue
parking lot and area businesses will be maintained at all times.

Depot Avenue Water Main Project
September 28, 2018 UPDATE – Garney Construction crews continued the
installation of the 36-inch water main this week along E. Jackson Avenue
between Morgan Street and Patton Street. Work will continue along E.
Jackson Avenue until the latter part of next week. Garney will then shift the
work zone to Patton Street to continue installation of the 36-inch main.
Once pipe installation has moved beyond the intersection of E. Jackson Avenue
and Patton Street, a second pipe installation crew will begin replacement of
the existing 8-inch water main along W. Depot Avenue between N. Gay Street and
Williams Street. Pipe installation and testing are expected to last
approximately two weeks in the W. Depot Avenue area. Due to the weather
this past week, paving and restoration has been delayed on the sections of E.
Depot Avenue and Morgan Street.
West Hills Natural Gas Project
September 28, 2018 UPDATE – ZONE

contractor Classic City Mechanical has completed all natural gas pipe
installation in Zone 2 as of mid-September. Cleanup and restoration work will

will continue on Dorchester Drive and Newcastle Drive next week.
Sequoyah Hills Wastewater Project
September 28, 2018 UPDATE – Hurst Excavating crews
continued work in the off-road easement between Hiawatha Drive and Alta Vista
Way this week. Restoration work will begin in that area next week. Construction
crews finished work on the section of Blows Ferry Road between Alta Vista Way
and Scenic Drive. Daily road closures will continue in this area between 7 a.m.
– 5 p.m., through middle of next week for paving and restoration. Paving and
restoration work will also continue next week, with intermittent temporary
lane/road closures as needed in the immediate area where crews are working, on
Hiawatha Drive, Arrowhead Trail, and Alta Vista Way. Construction requiring a
continuous road closure through early October will also resume on Chickasaw
Road through next week. Crews will also begin work in off-road easements
between Shawnee Lane and Hiawatha Drive next week.

the 36-inch main at the E. Depot Avenue at Morgan Street intersection this week.
E. Depot Avenue will remain closed to through traffic between N. Central Street
and Morgan Street until paving and restoration work is finished next week,
weather permitting. Installation of the 36-inch main will continue south on
Morgan Street to E. Jackson Avenue once work in the intersection is completed.
Crews are expected to install pipe in the Morgan Street at E. Jackson Avenue
intersection by the end of September. Additional information on work in that
area will be posted as details and time frames are finalized.
(Old City) N. Central Street Intermittent Lane
Closures [September 17 – October 5] – KUB contract crews will implement intermittent lane closures on
N. Central Street between N. Broadway and E. Fifth Avenue as needed to complete
electric distribution system work as part of an ongoing City of Knoxville
Streetscapes Project. Closures will only be implemented as needed to complete
work from 9 a.m. – 3 p.m., Monday – Friday, starting Monday, September 17,
through Friday, October 5. All impacted lanes will be reopened after hours and
on weekends. Follow-up advisories will be issued as necessary.
Jackson Avenue Ramps Utility Relocation Project
September 14, 2018 UPDATE – Contractor Southern Constructors has set up the work zone in the
off-road easement on the north side of W. Jackson Avenue ramp. Additionally,
beginning next Monday, the contractor will set up a work zone on the south side
of W. Jackson Avenue in the parking area east of Sweet P’s restaurant. Access
to the parking lot and area businesses will be maintained at all times. The
contactor will also implement intermittent alternating lane closures on W.
Jackson Avenue (see yellow area on attached map) daily between 7 a.m. – 3 p.m.
for vegetation removal and installation of natural gas and water service lines
Tuesday through Friday of next week.

Lane Closure [September 18-21] – KUB contract crews will
reduce a short section of W. Jackson Avenue to one alternating lane of traffic
daily, 7 a.m. – 3 p.m., beginning Tuesday, September 18, through Friday,
September 21, as work is performed on the water and natural gas distribution
systems in the area. Flaggers and signs will be on site to assist with traffic
control. Parking access to the Armature Building will remain open. Follow-up
advisories will be issued as necessary.

September 14, 2018 UPDATE – Hurst Excavating crews
continued work on Hiawatha Drive between Towanda Trail and Noelton Drive this
week. Crews will return to work in this area again next week with daily road
closures as needed between 7 a.m. and 5 p.m. Crews will also work in an
off-road easement between Hiawatha Drive and Alta Vista Way (see map) next
week. Wastewater system rehabilitation work was completed on Arrowhead Trail
last week, but daily road closures will be implemented next week as needed
between 7 a.m. – 5 p.m. from Mellen Avenue to Alta Vista Way for paving and
restoration work. Restoration and paving work with intermittent daily closures
between 7 a.m. – 5 p.m. is also scheduled for the section of Alta Vista Way
between Noelton Drive and Blows Ferry Road. The contractor will coordinate so
that Alta Vista Way and Blows Ferry Drive are not closed at the same time.

September 7, 2018 UPDATE – Contractor Southern Constructors mobilized onsite this week. A
chain-link fence has been installed to isolate the initial work zone as the
area starting at the west end of the ramp and extending east to the area below
the west side of the Gay Street underpass. Jackson Avenue
Parking Lot ingress/egress is maintained. Saw-cutting and construction
prep work will continue through early next week. The contractor will be
excavating to install natural gas and water mains in the work zone next week.

September 7, 2018 UPDATE – Pipeline –
Cleary Construction’s subcontractors will continue with right-of-way
restoration in the area between W. Marine Road and Henry Haynes Road next
week. Weather dependent, the entire pipeline installation corridor will be
re-seeded from Tipton Station Road to Chapman Highway in the next couple of
weeks. Roadway surface restoration was also completed on Tipton Station Road,
Henry Haynes Road, and W. Marine Road this past week. No road closures are

Knox Gate Station this past week. Work will continue onsite next week with
prefabricated piping deliveries. Motorists should continue to use caution
when traveling in the area near 304 Tipton Station Road as construction
continues and heavy trucks enter and exit the work area. Heavier-than-normal
truck traffic is expected during the week of September 10 as Cenergy is
scheduled to deliver three large equipment skids to the new gate station site.
Crews will also set up a materials fabrication area on the north side of Tipton
Station Road, across from the gate station construction site.

from 7 a.m. – 5 p.m. between Noelton Drive and Arrowhead Trail as part of the

Way, Noelton Drive, Dogwood Lane, Mellen Avenue, and Arrowhead Trail.
Additionally, the section of Arrowhead Trail SW will remain closed daily
