Project Update - W. Jackson Avenue

ROADWAY PREPARATION WORK TO KICK OFF
WEST JACKSON AVENUE STREETSCAPES PROJECT

In partnership with the City of Knoxville’s West Jackson Avenue Streetscapes Project, KUB and its contractor are scheduled to begin preparation work on the roadway surface ahead of the utility improvement portion of the project on Monday, Oct. 31.

Next week, anticipate intermittent lane closures on West Jackson Avenue between North Broadway and the start of the ramp onto South Gay Street from 6 a.m. to 6 p.m. daily, Monday, Oct. 31, through Friday, Nov. 4. One lane of traffic will be maintained to alternating traffic through the work zone. The utility upgrades are expected to begin Monday, Nov. 7.

KUB will post regular updates throughout the project on its website at www.kub.org and on the KUB Facebook page. Additionally, KUB has set up a blog to keep customers informed about the project: http://kubmajorprojects.blogspot.com/.

KUB customers also can call 865-558-2330 after normal business hours to leave a message that will be followed up with a call from a KUB representative by the end of the next business day.

The combined Streetscape and utility improvement project represents a joint City and KUB investment of almost $2 million.

KUB next month will begin replacing water main, fire hydrants, natural gas main and sewer infrastructure. Next spring, City streetscape improvements will follow, including new street lights and a wider sidewalk that will serve patrons of businesses on the south side of West Jackson. (Old City) W. Jackson Avenue Intermittent Lane Closures [October 31-November 4] – KUB and its contractor will implement intermittent lane closures on a short section of Jackson Avenue between North Broadway and the westernmost Jackson Avenue viaduct ramp from 6 a.m. – 6 p.m. daily, Monday through Friday, October 31 through November 4, as preparation work is performed ahead of the Jackson Avenue Streetscapes Project. One lane of traffic will remain open and be used to alternate traffic and access to area businesses and parking will be maintained.

Project Update - N. Central Street

October 28, 2016 N. Central Street Update – This week, KUB’s contractor Adams and Sons, Inc., began installation of new water main in the Old City north of the railroad tracks to the W. Depot Street intersection. Next week, crews expect to cross through the intersection of W. Depot Street and proceed north toward Magnolia Avenue. The current traffic control plan will remain in place.

Project Update - N. Central Street

UTILITY WORK ON MONDAY, OCT. 24, TO KICK OFF
NORTH CENTRAL STREETSCAPES PROJECT

In partnership with the City of Knoxville’s North Central Streetscapes Project, KUB and its contractor, Adams and Sons, are scheduled to begin work on the utility improvement portion of the project on Monday, Oct. 24.

The utility upgrade portion of the project will replace water main along a 12-block section of North Central Street, beginning in the area just north of the railroad tracks in the Old City near Depot Avenue and progressing northward to Woodland Avenue. As part of this project, a section of water main on Fifth Avenue between Lamar Street and Williams Street also will be replaced. Sections of water main in this area date back to the late 1800s and early 1900s.

Combined, the KUB and City infrastructure investments will total more than $5 million.

The joint project begins with KUB’s utility infrastructure upgrades – a $1.85 million investment, which includes replacement of 8,800 feet of water main and 26 fire hydrants. Some natural gas infrastructure will need to be relocated as part of this project to accommodate City of Knoxville improvements to the stormwater system in the area.

KUB anticipates completing all the utility upgrades by summer 2017. However, construction will be completed in block-to-block sections, so the entire length of North Central Street will not be affected at any one time. Lane closures and shifts will be required in the work zones to safely accommodate construction. KUB will maintain ingress and egress to businesses, offices and parking areas.

The utility work is starting ahead of the City of Knoxville’s more than $3 million Streetscapes project, which will include sidewalk improvements, new curbs, “bulb outs” and other features to improve pedestrian safety; better-defined on-street parking; better-marked bike lanes; landscaping; and resurfacing. One of the most visible aspects of the City’s streetscape project will be the creation of a new linear park between Pearl Place and Baxter Avenue – a block with enhanced landscaping, benches and other amenities.

The first phase of KUB’s utility construction will begin Monday, Oct. 24, in the area of North Central Street near the railroad tracks just south of Depot Avenue and will progress northward toward Magnolia Avenue.

To facilitate safe working conditions and to provide adequate space for construction vehicles and equipment, the contractor will close the southbound lane of North Central Street between Magnolia Avenue and the railroad tracks north of Jackson Avenue starting at 6 a.m. Monday, Oct. 24. The around-the-clock lane closure will remain in place through mid-November 2016. Southbound motorists on Central Street will be detoured around the work zone via West Magnolia Avenue to Gay Street, to West Jackson Avenue, then to South Central Street. Northbound commuters will not be affected by the KUB project.

Construction methods will include open-cut replacement, as well as trenchless construction methods. Weekday work hours will be limited to 6 a.m. to 6 p.m. Some night and weekend work may be required to meet project milestone dates.

(Old City) North Central Street Lane Closure [October 24 – mid-November 2016] – KUB and its contractor will close the southbound lane of N. Central Avenue between Magnolia Avenue and the railroad tracks north of Jackson Avenue starting at 6 a.m., Monday, October 24, and lasting through mid-November 2016, as utility work begins on the City of Knoxville North Central Street Streetscapes Project. Southbound traffic will be detoured around the work zone via West Magnolia Avenue to Gay Street to West Jackson Avenue to South Central Street. Northbound traffic will not be impacted. The southbound lane closure on this section of North Central will be in effect continuously through mid-November, and it will remain in place overnight and on weekends. Street parking will not be permitted in the construction zone. Follow-up advisories will be issued as the work zones progress from south to north along North Central Street. The overall utility project will progress block-to block north to Woodland Avenue through June 2017.

Project Announcement

City of Knoxville and KUB to Hold Public Meeting for Upcoming Streetscape and Utility Projects

Downtown North neighborhood and business stakeholders are invited to hear details about the more than $5 million combined City and KUB infrastructure upgrade of North Central Street, from north of the Old City railroad tracks (near Depot Avenue) to Woodland Avenue.

In late October, KUB will begin to replace more than 8,800 feet of water main and 26 fire hydrants along 12 City blocks. Then, before the end of 2016, the City will start its streetscape portion of the project – sidewalk improvements, new curbs, “bulb outs” and other features to improve pedestrian safety; better-defined on-street parking; better-marked bike lanes; landscaping; and resurfacing.

Also at the October 13 meeting: City and KUB officials will update Old City stakeholders on an infrastructure upgrade, estimated to cost less than $2 million, on a section of West Jackson Avenue between North Broadway and the ramp to South Gay Street.

KUB in early November will begin replacing water main, fire hydrants, natural gas main and sewer infrastructure. Please see the enclosed KUB project information sheets and maps relating to the utility work in both areas. Next spring, City streetscape improvements will follow, including a wider sidewalk that will serve patrons of businesses on the south side of West Jackson.
