Sequoyah Hills Wastewater Project

TRAFFIC UPDATE 

(Sequoyah Hills Area) Kingston Pike Lane Closure [January 2-4, 2019] – KUB contract crews will close the inside, eastbound lane of Kingston Pike between Noelton Drive and Kingston Park Drive from 9 a.m. – 4 p.m. daily, starting Wednesday, January 2, through Friday, January 4, as work is performed on the wastewater collection system in the area. One eastbound lane and both westbound lanes will remain open during this time. Follow-up advisories will be issued as necessary.

South Knox Natural Gas Project

December 21, 2018 UPDATE – Pipeline: As of November 9, all right-of-way restoration was finished in the areas where the new natural gas pipeline was installed.
Gate Station: Painting work continued on above-ground pipes and structures week. KUB crews will maintain a presence onsite over the next several weeks leading up to facility commissioning activities in early January 2019. Due to holiday schedules, the next blog update will be posted on January 4, 2019.

Neyland Drive Water Main Project

December 21, 2018 UPDATE – KUB Underground Construction crews implemented lane closures on Neyland Drive, and closed the section of Neyland Greenway between Third Creek and Lake Loudoun Boulevard, on Monday, December 16, as work began to replace the water main in this area. As of the Thursday, December 20, water main installation was completed. Crews will fill and test the line over the weekend prior to returning to work on Wednesday, December 26, to begin connecting service lines to the new main. Additional Neyland Drive lane closures will be needed daily from 7:30 a.m. – 5 p.m. in association with the service line work. KUB crews will not work on the following dates over the holidays: December 24 & 25, 2018, and January 1, 2019.


Jackson Avenue Ramps Utility Relocation Project

December 21, 2018 UPDATE – Southern Constructors, Inc., has completed utility upgrades in this area. Final project inspections and close-outs are scheduled through early January 2019 with no anticipated impacts to customers or traffic flow.

December 21, 2018 UPDATE – Hurst Excavating and its subcontractors will continue wastewater system rehabilitation and restoration work on Towanda Trail, just south of the Kingston Pike intersection, through Friday, December 28. This section of Towanda Trail will reopen to normal traffic flow on December 24-25, then reclose intermittently as needed between 7 a.m. – 5 p.m. through December 28. Access to area residences will be maintained. Paving and restoration work will continue through next week on a short section of Mellen Avenue and Dogwood Lane, as weather conditions allow. Construction will also take place on southern section of Kingston Park Drive with intermittent daily lane closures between 7 a.m. – 5 p.m. through next week. KUB’s contractor will not work on the following dates over the holidays: December 24 & 25, 2018, and January 1, 2019. Due to holiday schedules, the next blog update will be posted on January 4, 2019.



Depot Avenue Area Water Main Project

December 21, 2018 UPDATE Following pressure-testing procedures this week, additional work on the 36-inch water transmission line is needed in the vicinity of Williow Avenue, east of the Patton Street intersection. This work will be limited to the shoulder area on the south side of Willow Avenue with no impacts to traffic through the week of January 7. The block of Patton Street between Willow Avenue and E. Summit Hill Drive will be open to normal traffic flow from December 22-25. The Patton Street road closure will be implemented again starting at 7 a.m. on Wednesday, December 26. Additional road and lane closures will be needed for the final tie-in of the 36-inch transmission main to the existing main near the intersection of Patton Street and E. Summit Hill Drive. Information on the scope and duration of that work and traffic impacts will be communicated as details are finalized after the first of the year. KUB’s contractor will not work on the following dates over the holidays: December 24 & 25, 2018, and January 1, 2019. Sequoyah Hills Wastewater Project

December 14, 2018 UPDATE – Hurst Excavating and its subcontractors will continue wastewater system rehabilitation work on Towanda Trail, just south of the Kingston Pike intersection, through Friday, December 21. This section of Towanda Trail will remain closed continuously due to deep excavation in the area. Access to area residences will be maintained. Paving and restoration work will continue through next week on a short section of Mellen Avenue and Dogwood Lane, as weather conditions allow. Construction activity will continue in off-road easement areas near Sylvan Lane, Hiawatha Drive, Kingston Park Drive, and on property on the west side of Scenic Drive near the Kingston Pike intersection. Trenchless rehabilitation methods, including lining existing pipe, will be used in these off-road areas with no impacts to traffic. Paving and restoration was completed this past week on Hiawatha Drive, near the Noelton Drive intersection.

(Sequoyah Hills) Sequoyah Hills Area Road Closures [December 17-21] – KUB contract crews will implement the below road closures as needed daily, Monday-Friday, from 7 a.m. – 5 p.m., December 17 – 21, as work continues on the wastewater collection system in the area:
·  Dogwood Lane between Arrowhead Trail and Noelton Drive
·  Arrowhead Trail between Dogwood Lane and Blows Ferry Road
·  Mellen Avenue between Lyons View Pike and Arrowhead Trail
Additionally, Towanda Trail between Kingston Pike and Shawnee Lane will be closed continuously Monday, December 17, through Friday, December 21, due to extensive excavation. Access to area homes will be maintained, and flaggers and signs will be on site to assist with traffic control. Unless otherwise indicated, roadways will be re-opened outside of work hours. Follow-up advisories will be issued as necessary.  

Depot Avenue Area Water Main Project


December 14, 2018 UPDATE – The block of Patton Street between Willow Avenue and E. Summit Hill Drive will remain closed through Friday, December 21. This section of Patton Street will reopen to normal traffic flow from December 22-25. The contractor will re-implement the road closure on Patton Street, and a single lane closure on westtbound E. Summit Hill Drive, from December 26-28 to complete the final tie-in of the new 36-inch main to the existing main and to finish paving/restoration work. One westbound and both eastbound lanes will remain open on this section of E. Summit Hill Drive. Garney will also reduce the section of Patton Street between E. Jackson Avenue and Willow Avenue to one alternating lane of traffic on Thursday, December 20 to set up pumping equipment associated with the water line work.

Neyland Drive Area Utility Upgrade Project

Utility Construction to Close Section of Neyland Greenway
December 16 Through Mid-January 2019

KUB and its contractor will close the section of the Neyland Greenway between Third Creek and Lake Loudoun Boulevard starting Sunday, December 16, and lasting continuously through mid-January 2019 (weather permitting), to facilitate safe conditions as work is performed on the water distribution system in this area.

A detour route around the closed section of the Neyland Greenway is set up on the University of Tennessee campus via Lake Loudoun Boulevard, Volunteer Boulevard, Andy Holt Avenue, Joe Johnson Drive, Solutions Way, and the Third Creek Greenway (see attached map).

To familiarize greenway users with the upcoming changes, signage will be placed at key locations along the detour route, and on the Third Creek and Neyland Greenways, the week of December 10. The impacted section of greenway will be closed continuously throughout the duration of the work. KUB asks park patrons to please respect the signage and barricades in place, and to avoid this section of greenway due to ongoing excavation, as well as the presence of construction equipment, materials, vehicles, and workers.

KUB thanks City of Knoxville Parks and Recreation for their assistance with this project, and its customers for their cooperation. South Knox Natural Gas Project Update

December 7, 2018 UPDATE  Pipeline: As of November 9, all right-of-way restoration was finished in the areas where the new natural gas pipeline was installed. Gate Station: KUB and crews from contractor Cenergy worked this past week to install fencing and landscaping around the perimeter of the station. Work also continued on installing stone for final pad surfacing, painting all above-ground piping, and final mechanical installations. Painting, remaining installations, and clean-up and restoration activities will continue through next week. Crews will be working to restore the materials storage area, located across from the gate station on Tipton Station Road. Motorists are advised to proceed with caution in this  area due to the ongoing presence of trucks and equipment in association with this work.

Sequoyah Hills Wastewater Project

December 7, 2018 UPDATE – Hurst Excavating and its subcontractors completed wastewater system rehabilitation work on Dogwood Lane, Mellen Avenue, and Hiawatha Drive this past week. Intermittent lane and road closures will remain in these areas through next week for paving and restoration. Construction crews will move to Towanda Trail and off-road easement area near Shawnee Lane next week. The section of Towanda Trail south of Kingston Pike will be closed continuously to through traffic starting next Monday, December 10, and lasting through Friday, December 21, due to deep excavation required in this area. Access to driveways will be maintained. Paving and restoration work has been completed and the roadways reopened to normal traffic flow on the lower section of Noelton Drive and on Chippewa Circle.

  • Arrowhead Trail between Dogwood Lane and Blows Ferry Road
  • Mellen Avenue between Lyons view Pike and Arrowhead Trail

Depot Avenue Area Water Main Project


December 7, 2018 UPDATE The block of Patton Street between Willow Avenue and E. Summit Hill Drive will reopen to normal traffic flow by midday Friday, December 7, in preparation for the evening WIVK Christmas Parade in the downtown area. Garney Construction finished pressure testing the new 36-inch in water main this past week. Additional pipeline testing and cleaning will take place next week before final tie-ins are made. The above-mentioned section of Patton Street will close again Monday morning, December 10, and will remain closed through Friday, December 21, for testing and cleaning. Additionally, Blackstock Avenue will be reduced to one alternating lane of traffic near the Heins Street intersection in association with final pipeline prep work the week of December 10. The final tie-in to connect the 36-inch main is scheduled to take place the week of December 17. This work will require a lane closure on E. Summit Hill Drive, and information will be communicated as details for this last stage of the project are finalized.



(Downtown Area) Blackstock Avenue Lane Closure [December 10–14] – KUB contract crews will close a short section of the westbound lane of Blackstock Avenue between Heins Street and Hannah Avenue from 7 a.m., Monday, December 10, through 6 p.m., Friday, December 14, as work is performed on the water distribution system in the area. The eastbound lane will remain open and will be used to alternate traffic through the work zone. Access to area business will be maintained. Appropriate signage and flaggers will be on site to assist with traffic control. Follow-up advisories will be issued as necessary.



Jackson Avenue Ramps Utility Relocation Project

December 7, 2018 UPDATE – Southern Constructors, Inc., has completed wastewater system work on W. Jackson Avenue. Paving and restoration work was scheduled for completion on W. Jackson Avenue as of 3 p.m. Friday afternoon, December 7, to accommodate the WIVK Christmas Parade. An additional day of work will be needed next week to complete paving and surface restoration in the Jackson Avenue parking lot. Information on the scope and traffic impacts associated with this work will be communicated as details are finalized.

Jackson Avenue Ramps Utility Relocation Project

(Old City) W. Jackson Avenue Overnight Lane Closure [December 6-7] – KUB crews will reduce a short section of W. Jackson Avenue to one alternating lane of traffic at State Street between S. Gay Street and S. Central Street from 10 p.m., Thursday, December 6, through 4 a.m., Friday, December 7, as work is performed on the electric distribution system in the area. The eastbound lane and sidewalk will be closed while the westbound lane remains open and is used to alternate traffic through the work zone. Access to area businesses and residential driveways will be maintained. Flaggers and signs will be on site to assist with traffic control.
