Concord Street/Painter Avenue Area Wastewater Rehabilitation Project


April 26, 2019 Update – Excavation work at the intersection of Painter Avenue and Concord Street has been extended through May 17. KUB contract crews will maintain a continuous closure of Painter Avenue at Concord Street, between Safety City Road and Sullins Street, through mid-May as work is performed on the wastewater collection system in the area. There will also be intermittent lane shifts as needed by work crews on Concord Street only during work hours. Alternate routes include Jersey Avenue, Sullins Street, and Safety City Road. Local traffic access will be maintained. Appropriate signage, flaggers, and barricades will be on site to assist with traffic control. Two-way traffic will be maintained at all times on Concord Street. Painter Avenue will remain closed to vehicle traffic through for the duration of construction in this area.

Following completion of work on Painter Avenue, a closure of the Third Creek Greenway lasting approximately one week will be required between the west entrance/exit to Tyson Park and the trail split near Safety City. A detour will be set up via Painter Avenue while this section of greenway is closed. All traffic and greenway impacts will be communicated by KUB and the contractor via onsite signage, media advisories, and on social media platforms. Construction affecting Painter Avenue and the Third Creek Greenway will not be performed at the same time, and related closures will not occur during the same period. See map on right side of blog for more details.

April 26, 2019 UPDATE – Sequoyah Hills Wastewater Rehabilitation Phase 1 – All Phase 1 work is substantially complete.

Sequoyah Hills Wastewater Rehabilitation Phase 2 – Construction crews will work in the following areas next week with daily road closures between 7 a.m. – 5 p.m.:
  • Bluff View Road between Scenic Drive and Holloway Drive
  • Taliluna Avenue between Southgate Road and Wilani Road
Construction crews will also work on short sections of the following roads with intermittent daily road closures between 7 a.m. – 5 p.m. (Work on these roads will be scheduled so that all roads are not closed at the same time):
  • Iskagna Drive between Kenesaw Avenue and E. Nokomis Circle (Iskagna Drive and Windgate Drive will not be closed at the same time)
  • East Nokomis Circle between Iskagna Drive and W. Nokomis Circle
  • Windgate Street between Iskagna Drive and Oakhurst Drive
  • Kenesaw Avenue between Iskagna Drive and Talahi Drive
Sidewalk and landscape restoration crews will work in an off-road easement adjacent to Agawela Avenue next week with no impacts to traffic.

Manhole rehabilitation and closed-circuit television inspection crews will work throughout the Phase 2 area next week. Temporary lane closures will be implemented as needed when crews are present. This work will not take place on designated Dogwood Arts Trails.


Sequoyah Park – Morgan Construction and their subcontractors continue to rehabilitate the existing wastewater main and manholes in Sequoyah Park. See the attached map showing current work corridors within the park. The park, all entrances and parking areas, and boat ramp remain open during this work. Morgan Construction is also maintaining a fenced area in the middle parking lot for equipment and materials storage. KUB has coordinated work in the park with City of Knoxville Parks and Recreation and the Kingston Pike Sequoyah Hills Association. Informational banners have been placed in the park entrances/parking areas to provide park visitors with details about the wastewater rehabilitation work. Updates on the progress of work in the park will be posted weekly and as needed on this blog site.

Sequoyah Hills Wastewater Project


Alta Vista Way Road Closure [April 25]– KUB crews will close a short section of Alta Vista Way between Blows Ferry Road and Arrowhead Trail to through traffic from 8:30 a.m.- 4 p.m., on Thursday, April 25, as work is performed on the natural gas distribution system in the area. Alternate routes include Blows Ferry Road and Scenic Drive. Friday, April 26 will be used as a rain date if necessary. Flaggers and signs will be on site to assist with traffic control. Follow-up advisories will be issued as necessary.

Sequoyah Hills Wastewater Project

April 19, 2019 UPDATE – Sequoyah Hills Wastewater Rehabilitation Phase 1 – Paving and restoration work requiring temporary lane closures is scheduled for Valencia Road next week.

Sequoyah Hills Wastewater Rehabilitation Phase 2 – Construction crews will work on Taliluna Avenue between Southgate Road and Wilani Road and on a short section of East Nokomis Circle next week. These roads will be closed to through traffic daily from 7 a.m. – 5 p.m. to facilitate construction. Crews will also begin construction in off-road easements near 1180 Keowee Avenue and near Agawela Avenue (at Sequoyah Village Apartments) next week.. Paving and restoration crews will work on Sequoyah Avenue. Concrete curb restoration is scheduled for short sections on Kenesaw Avenue and West Nokomis Circle with intermittent daily lane closures between 7 a.m. – 5 p.m. through the end of next week. Access to driveways will be maintained in all areas. Manhole rehabilitation and closed-circuit television inspection crews will work throughout the Phase 2 area next week. April 17, 2019 UPDATE – Sequoyah Hills Wastewater Rehabilitation Phase 2 – Construction scheduled for this Friday, April 19, on Iskagna Drive has been postponed. KUB and Morgan Construction will communicate in advance when work is rescheduled on Iskagna Drive. Work in all other Phase 2 areas will continue as scheduled through the end of the week.

(Marble City Area) Road Closure – Painter Avenue [Extended through May 3] – KUB contract crews will maintain the road closure on Painter Avenue at Concord Street, between Safety City Road and Sullins Street, through Friday, May 3, as work is performed on the wastewater collection system in the area. Due to extensive excavation, the Painter Avenue intersection at Concord Street will remain closed for the duration of this work. There will be intermittent lane shifts as needed by work crews on Concord Street only during daytime work hours. Alternate routes include Jersey Avenue, Sullins Street, and Safety City Road. Sequoyah Hills Wastewater Project


April 12, 2019 UPDATE – Sequoyah Hills Wastewater Rehabilitation Phase 1 – Crews will perform system repairs at the following Phase 1 locations next week: off-road easement repair between Noelton Drive and Towanda Trail, and on a short section of Valencia Road. Manhole rehabilitation crews continue to work at various locations throughout the Phase 1 area. Temporary lane closures may be needed in the immediate area where crews are working.

Crews will also begin construction on short sections of W. Nokomis Circle and Iskagna Drive. These roads will be closed to through traffic daily from 7 a.m. – 5 p.m. to facilitate construction. Paving and restoration crews will work on Taliluna Avenue next week. Concrete curb restoration will continue on Kenesaw Avenue between Woodland Drive and Iskagna Drive with intermittent daily lane closures between 7 a.m. – 5 p.m. through the end of next week. Nokomis Circle to through traffic, daily from 7 a.m. – 5 p.m., Monday, April 15, through Friday, April 19, as work is performed on the wastewater collection system in the area. Alternate routes include E. Nokomis Circle, Southgate Road, Woodside Street, and Kenesaw Avenue. Access to driveways will be maintained. Appropriate signage, barricades, and flaggers will be on site to assist with traffic control. Follow-up advisories will be issued as necessary.

There will be intermittent lane shifts as needed by work crews on Concord Street only during work hours. Saturday, April 13, through Friday, April 26, this section of Painter Avenue will be closed continuously. Alternate routes include Jersey Avenue, Sullins Street, and Safety City Road. Local traffic access will be maintained. Appropriate signage, flaggers, and barricades will be on site to assist with traffic control. Two-way traffic will be maintained at all times on Concord Street. Painter Avenue will remain closed to vehicle traffic through for the duration of construction in this area.

Sequoyah Hills Wastewater Rehabilitation Phase 2 – Paving and restoration crews completed work on the section of Kenesaw Avenue between Taliluna Avenue and Cherokee Boulevard, and along the section of Sequoyah Avenue between W. Nokomis Circle and Southgate Road. Concrete curb restoration will continue on Kenesaw Avenue between Woodland Drive and Iskagna Drive with intermittent daily lane closures between 7 a.m. – 5 p.m. through the end of next week. Construction crews continue work on the section of Taliluna Avenue between Southgate Road and Lakeland Drive with daily road closures between 7 a.m. – 5 p.m., April 1-5. Access to driveways will be maintained. Alternate routes include Sequoyah Avenue and Cherokee Boulevard. Following completion of construction on Taliluna Avenue, crews will move one block north to the section of Sequoyah Avenue between Southgate Road and Lakeland Drive next week. Taliluna Avenue and Sequoyah Avenue will not be closed at the same time.

All planned wastewater system work on Cherokee Boulevard has been postponed until after the Dogwood Arts Garden & Trails events in April.

  • Sequoyah Avenue between Lakeland Drive and Southgate Road – closed intermittently as needed.
  • Kenesaw Avenue between Woodland Drive and Iskagna Drive – closed intermittently as needed.
  • Taliluna Avenue between Lakeland Drive and Southgate Road – closed intermittently as needed.

Taliluna Avenue and Sequoyah Hills will not be closed at the same time. Access to area homes will be maintained, and barricades and signs will be on site to assist with traffic control. Follow-up advisories will be issued as necessary.  





Crews worked to connect customer laterals to the new wastewater main on Taliluna Avenue this past week.

Sequoyah Park – Morgan Construction is scheduled to begin work to rehabilitate the existing wastewater main and manholes in Sequoyah Park starting next week in the western edge of the park. The park, all parking areas, and boat ramp will remain open during this work. Morgan Construction will maintain a fenced area in the middle parking lot for equipment and materials storage. KUB has coordinated work in the park with City of Knoxville Parks and Recreation and the Kingston Pike Sequoyah Hills Association. Informational banners will be placed in the park parking areas to provide park visitors with details about the wastewater rehabilitation work. Additionally, both KUB and the City of Knoxville will issue news releases and information on social media about work in the park. Updates on the progress of work in the park will be posted weekly and as needed on this blog site.

Sequoyah Hills Wastewater Project

KUB to Complete Utility Upgrades in Sequoyah Park Through Early Summer
Part of Ongoing Wastewater Collection System Work in the Area

As part of the ongoing wastewater collection system rehabilitation project in Sequoyah Hills, KUB and its subcontractor, Morgan Construction, will perform upgrades in Sequoyah Park starting in early April and lasting through early summer 2019.

Crews will rehabilitate approximately 3,000 feet of wastewater pipe and 23 manholes inside park boundaries. The overall park and all three parking areas will remain open throughout the course of work in this area; however, access may be temporarily limited in the immediate areas where crews are working, and/or in areas where equipment and construction materials are set up.

To facilitate this work, the contractor will set up temporary bypass pumps and piping inside park boundaries to maintain wastewater service while work is performed on the existing main and manholes. In some instances, the bypass piping will be installed above ground with cross-over ramps with handrails set up (see photo below). The bypass piping may also be buried in some locations to facilitate mowing and park maintenance work. The Sequoyah Park work is included in Phase 2 of a three-phase project to upgrade the entire wastewater collection system in the Sequoyah Hills area. The overall project started with Phase 1 in fall of 2017. Phase 1 work is nearing completion. Phase 2 work, which includes seven total miles of pipe to be rehabilitated, started in early March 2019 and is expected to last approximately one year. The third and final phase will begin following Phase 2 and last approximately one year.

With agreement from City of Knoxville Parks and Recreation and the Kingston Pike-Sequoyah Hills Association, Morgan Construction will also maintain a storage area for equipment and materials in the middle parking lot area near the boat ramp for the duration of Phase 2 work. Access to the boat ramp will be maintained at all times. See yellow hatched area on the map below.
