South Knox Natural Gas Project

April 27, 2018 UPDATE – Pipeline installation continues in the off-road areas progressing north from Tipton Station Road toward Henry Haynes Road. Grading work will also take place in off-road easements on the south side of Tipton Station Road. No long-term road closures are scheduled for next week; however, there may be temporary traffic delays on area roads as trucks with trailers transport large sections of pipe from the contractor laydown finalized in advance of all remaining road closures. 

Depot Avenue Water Line Project

April 27, 2018 UPDATE – Garney Construction and subcontractor crews completed installation of the 12-inch water main on the section of W. Fifth Avenue between N. Broadway and the N. Gay Street intersection this past week. This section of roadway will remain closed through next week; however, as paving and restoration work is completed. Crews also completed the work to bore in a section of 36-inch water main on Morgan Street, between E. Depot Avenue and E. Jackson Avenue. This two-block section of Morgan Street closed for this work was reopened to traffic as of Friday, April 27. In addition to the paving and restoration on W. Fifth Avenue, crews will set up the bore exit pit and equipment in the off-road utility easement in the private parking lot at the corner of Cooper Street and W. Fifth Avenue. There will be no traffic impacts in the area related to this work. Boring crews also continue to work on installation of sections of pipe under the railroad tracks in the area beneath the W. Fifth Avenue bridge to the west of Cooper Street. Garney crews are expected to resume work in the roadway on Williams Street (between W. Fifth Avenue and W. Depot Avenue) on May 7. The impacts to traffic related to that work will be communicated in advance as details are finalized.

West Hills Natural Gas Project

April 27, 2018 UPDATE –  KUB Underground construction crews worked to connect customer service lines on Carrington Road loop west of Marlboro Drive this past week. Crews are scheduled to work on Chadwick Drive (between Corteland Drive and Broome Road), Carrington Road, the 900 block of Marlboro Road, and the 8100 block of Ainsworth Drive next week. This past week, KUB mailed a spring 2018 project update to customers in all four construction zones to advise on the status of the project. Please see the attached updated information sheet and overall project map that was included in the mailing for more details. 

Sequoyah Hills Wastewater Project

April 27, 2018 UPDATE – Hurst Excavating subcontractor crews have been limited due to rain. Crews were, however, able to install 318 feet of sewer main and connect three customer service lines to the new main. Representatives from KUB Water Systems Engineering and Customer Support attended the Kingston Pike Sequoyah Hills Association meeting on Thursday, April 26, to give area residents an update on project progress. Among the topics covered were that phase one of the three phase project is approximately 25-percent complete, and phase one remains on schedule for completion by December/January. Additional details are available on the attached Project Update – Spring 2018 information sheet and map. Next Monday, April 30, the section of Taliluna Avenue west of Southgate Road will be closed for installation of a new manhole. Additionally, May 1-4, crews will close Scenic Drive between Towanda Trail and Glenfield Drive daily from 9 a.m.–2 p.m., and the westbound lane on Cherokee Trail between Southgate Road and Lakeland Drive daily from 7 a.m.–5 p.m. Paving and restoration crews will continue work with intermittent daily lane closures on Mellen Drive and Kenesaw Avenue through next Friday, May 4. 



(Sequoyah Hills Area) Sequoyah Hills Area Road and Lane Closures [May 1-11] – KUB contract crews will implement the below traffic control measures the dates and times indicated as work continues on the wastewater collections system in the area:
·      Scenic Drive between Towanda Trail and Glenfield Drive – road closure from 9 a.m. – 2 p.m. daily, May 1-4.
·      Westbound Cherokee Boulevard between Southgate Road and Lakeland Drive – road closure from 7 a.m. – 5 p.m. daily, May 1-11. Eastbound Cherokee Boulevard will remain open to traffic.
Alternate routes include Southgate Road, Oakhurst Drive, Noelton Drive, Dogwood Lane, Arrowhead Trail, and Lyons View Pike. Appropriate signage and flaggers will be on site to assist with traffic control, and local traffic access will be maintained to area homes and businesses. All roadways will reopen after hours and on weekends. Follow-up advisories will be issued as necessary.

West Hills Natural Gas Project

April 20, 2018 UPDATE –  KUB Underground construction crews have completed all work in the area designated as Zone 1 on the attached map. Due to the natural gas pipeline connecting Zones 1 and 3 along Marlboro Drive, KUB crews continued with installation into Zone 3 in early April. Next week, crews will be working in the 900 block of Marlboro Road, the Carrington Road loop west of Marlboro Drive, and near 656 Broome Road. Work is scheduled to begin in Zone 2 in early May. KUB is preparing to mail a project update notice to all residents in the West Hills area next week, ahead of the start of construction activity in Zone 2.

Sequoyah Hills Wastewater Project


April 20, 2018 UPDATE – Hurst Excavating subcontractor crews finished digging work on Mellen Avenue this past week. Paving and restoration crews will implement intermittent daily road closures along Mellen Avenue through the end of next week. Restoration work was completed in the off-road easements along back and side property lines between Scenic Drive and Valencia Road (parallel to Alta Vista Way). Sewer pipeline rehabilitation work was also completed on Keowee Avenue, the lower portion of Southgate Road, and Wilani Road this past week. Paving and restoration crews will work on those areas through the end of next week. Looking ahead to next week, construction crews will work in an off-road easement at the intersection of Oakhurst Drive and Woodland Drive, and along Kenesaw Avenue between Woodland Drive and Wester Wood Avenue through April 27. A crew is also scheduled to install a manhole on Taliluna Avenue, just west of the Southgate Drive intersection next week. No work will be performed on any streets designated as part of the Dogwood Arts Festival Trails and Gardens through April 30. See attached map for current work zones.

(Sequoyah Hills Area) Sequoyah Hills Area Road Closures [April 23 – May 4] – KUB contract crews will implement the below road closures from 7a.m. – 5 p.m. daily, starting Monday, April 23, through Friday, May 4, as work continues on the wastewater collections system in the area:

  • Taliluna Avenue between Southgate Road and Lakeland Drive
  • Woodland Drive between Oakhurst Drive and Kennesaw Avenue
  • Keowee Avenue between Woodland and Wester Wood Avenue
Alternate routes include Noelton Drive, Dogwood Lane, Arrowhead Trail, and Lyons View Pike. Appropriate signage and flaggers will be on site to assist with traffic control, and local traffic access will be maintained to area homes and businesses. All roadways will reopen after hours and on weekends. Follow-up advisories will be issued as necessary.

(North Knoxville) W. Fifth Avenue Road Closure [April 23 – May 11] – KUB contract crews will close a short section of W. Fifth Avenue between N. Broadway and Williams Street from 7 a.m., April 23, through Friday, May 11, as work is performed on the water distribution system in the area. This includes the intersections of W. Fifth Avenue and both N. Gay Street and Williams Street. Alternate routes include N. Broadway, Central Street, and Magnolia Avenue. Access to local businesses will be maintained, and flaggers and signs will be on site to assist with traffic control.

Depot Avenue Water Line Project

April 12, 2018 UPDATE – Garney Construction pipe installation crews completed paving work on the section of W. Fifth Avenue between Cooper Street and N. Broadway by mid-week and shifted the work zone east to N. Broadway at W. Fifth Avenue intersection. The intersection will remain closed to traffic through April 20 as crews install a 12-inch water main. See the attached map for alternate routes around the work zone. Crews also began work to bore a section of the 36-inch main under the railroad tracks along a two-block section of Morgan Street between E. Depot Avenue and E. Jackson Avenue. This section of Morgan Street will be closed through the end of April 2018. Boring crews also continue to work on installation of sections of pipe under the railroad tracks in the area beneath the W. Fifth Avenue bridge to the west of Cooper Street. The contractor is scheduled to continue progressing east along W. Fifth Avenue to the section between N. Broadway and Williams Street by the end of the month. Additional details on traffic impacts will be issued prior to work starting in that area. 

Sequoyah Hills Wastewater Project

April 12, 2018 UPDATE – Hurst Excavating subcontractor crews finished digging work on the lower section of Southgate Road mid-week. Crews shifted the excavation work zone to Mellen Avenue on Thursday, April 12. Digging work requiring daily road closures is expected to last in this area through early May. Paving and restoration crews will work on the lower end of Southgate Road, Keowee Avenue, Sequoyah Avenue, Taliluna Avenue, and Wilani Road through the end of April. Restoration work also continues in the off-road easements along back and side property lines between Scenic Drive and Valencia Road (parallel to Alta Vista Way) as the contractor waits for favorable surface conditions following recent heavy rains. No work will be performed on any streets designated as part of the Dogwood Arts Festival Trails and Gardens through April 30. See map in the blog side bar for current work zones.

Sequoyah Hills Wastewater Project

April 10, 2018 UPDATE - As announced in last week's blog update, KUB's contractor will implement the below traffic control measures beginning tomorrow, April 11. 

(Sequoyah Hills Area) Mellen Avenue Road Closure [April 11 – May 4] – KUB contract crews will close Mellen Avenue between Lyons View Pike and Arrowhead Trail from 7a.m. – 5 p.m. daily, starting Wednesday, April 11, through Friday, May 4, as work is performed on the wastewater collection system in the area. Alternate routes include Noelton Drive, Dogwood Lane, Arrowhead Trail, and Lyons View Pike. Appropriate signage and flaggers will be on site to assist with traffic control, and local traffic access will be maintained to area homes and businesses. Work will not occur on weekends. Follow-up advisories will be issued as necessary.

Depot Avenue Water Line Project

April 6, 2018 UPDATE – Garney Construction pipe installation crews continued installation of a 12-inch water main on the section of W. Fifth Avenue between Cooper Street and N. Broadway. This section of road will remain closed through mid-April. Crews also dug two pits and began setting up bore equipment in the two-block section of Morgan Street between E. Depot Avenue and E. Jackson Avenue for pipe installation under railroad tracks in this area. This section of Morgan Street will be closed through the end of April 2018. Boring crews continue to work on installation of sections of pipe under the railroad tracks in the area beneath the W. Fifth Avenue bridge to the west of Cooper Street. Work Zone Shift Update: Beginning on Tuesday, April 10, Garney Construction is expected to close the N. Broadway at N. Central Street intersection for pipe installation. This closure is expected to remain in place through April 20. Alternate routes around this work zone include W. Depot Avenue, W. Magnolia Avenue, N. Gay Street, Fifth Avenue, Bernard Avenue, and Cooper Street. KUB and Garney Construction will communicate details related to the intersection closure in advance. KUB and Garney Construction will have the work zone on Morgan Street blocked off to avoid conflicts with the Rhythm n Blooms Music Festival in the Old City this weekend.

(North Knoxville) N. Broadway Lane Closures [April 9-11] – KUB crews will close the southbound, curbside lane of N. Broadway between Central Street and Tyson Street from 9 a.m. – 3 p.m. daily, starting Monday, April 9, through Wednesday, April 11, as work is performed on the natural gas distribution system in the area. One southbound lane and both northbound lanes will remain open. Access to local businesses will be maintained, and flaggers and signs will be on site to assist with traffic control.

(North Knoxville) N. Broadway and W. Fifth Avenue Intersection Closure [April 10-20] – KUB contract crews will close the N. Broadway and W. Fifth Avenue intersection starting at 7 a.m., Tuesday, April 10, through 5 p.m. Friday, April 20, as work is performed on the water distribution system in the area. As part of this closure, the below sections of roadway will also be closed: 
· W. Fifth Avenue between Queen Street and N. Broadway
· W. Fifth Avenue between N. Gay Street and N. Broadway 

Alternate routes include W. Depot Avenue, W. Magnolia Avenue, N. Gay Street, and Fifth Avenue, Bernard Avenue, and Cooper Street. This work has been coordinated with the City of Knoxville, and motorists are reminded of ongoing work in the N. Broadway and Central Street intersection. Access to local driveways will be maintained, and flaggers and signs will be on site to assist with traffic control. Follow-up advisories will be issued as necessary. 

Sequoyah Hills Wastewater Project

April 6, 2018 UPDATE – Hurst Excavating subcontractor crews continued to rehabilitate wastewater pipes, customer lines, and manholes this past week on Southgate Road, progressing south toward Cherokee Boulevard. Crews rehabilitated a total of 575 feet of wastewater main, connected seven customer service laterals, and set one manhole in this area. Crews also rehabilitated 801 feet of sewer pipe via trenchless technologies in back and side property easements near Kingston Park Drive and Towanda Trail. Restoration work will resume in the off-road easements along back and side property lines between Scenic Drive and Valencia Road (parallel to Alta Vista Way) once the area dries out from recent rains. Early next week, crews will finish up work on Southgate Road, between Wilani Road and Cherokee Boulevard. Paving crews are expected to perform roadway restoration on Southgate Road, Keowee Avenue, Sequoyah Avenue, Taliluna Avenue, and Wilani Road through the end of next week. Work Zone Shift Update: Weather permitting, crews will shift to a new work zone in the 500 block of Mellen Avenue next week. Alternate routes will include Noelton Drive and Blows Ferry Road. This section of road will be closed to through traffic during daytime work hours through early May 2018. KUB will issue a traffic advisory prior to this closure going into effect next week. Crews will also work in off-road easements next week in the area between Blows Ferry Road and the Tennessee River with no impacts to traffic. No work will be performed on Cherokee Boulevard through the end of April, while the Dogwood Arts Festival Trails and Gardens are open. See attached map for current work zones.

West Hills Natural Gas Project

April 6, 2018 UPDATE – KUB Underground construction crews continued work in the 8000 block of Corteland Drive, the 8200 block of Ainsworth Drive, and along Carrington Drive this past week. Crews will work in the 900 block of Marlboro Road and the 800 and 900 blocks of Carrington Road next week. Crews will also condemn the remaining sections of old steel main at the intersection of  Vanosdale Road and Bennington Drive to complete all work in Zone 1 next week.
