Depot Avenue Area Water Transmission Line Project to Start Next Week
Excavation to Begin in Blackstock Avenue Area

KUB and its contractor, Garney Construction, are scheduled to begin a project to install 8,500 feet of new 36-inch transmission water main on Monday, December 18, 2018. Construction will begin on Blackstock Avenue and progress north then east toward the project end at East Summit Hill Drive. The entire project is scheduled for completion by May 2019.

In addition to the new 36-inch main, the $6.4 million project includes replacement of aging 1,400 feet of 8-, 12-, and 16-inch distribution water mains in sections along the same route.

Installation of the new 36-inch main will improve reliability and operational flexibility in delivering water from KUB’s Mark B. Whitaker Water Treatment Plant to the west side of the distribution system.

This project will be completed in block-to-block sections. The entire length of the project will not be impacted at the same time; however, two or more locations may be constructed simultaneously.

As excavation begins, Garney Construction will close a short section of Blackstock Avenue between the Western Avenue overpass and Hannah Street from 7 a.m. Monday, December 18, through Thursday, December 21. Alternate routes include Western Avenue, Broadway, and Oak Avenue.

Road, lane, and sidewalk closures will be required during the course of this project to facilitate safe access for equipment and workers. KUB will coordinate all closures and detours with the City of Knoxville. Alternate access will be provided for businesses and parking facilities. KUB and Garney Construction will also coordinate construction schedules to minimize the impact on special events in the area.

Construction methods will include open-cut replacement, as well as trenchless construction methods. Weekday work hours will be limited to generally daylight hours; however, some night and weekend work may be required to meet project milestone dates.

KUB will post regular updates throughout the project on its website at www.kub.org, and on social media. Additionally, KUB has set up a blog at http://kubmajorprojects.blogspot.com to keep customers informed about project milestones. Customers can call 558-2331 after normal business hours to leave a message that will be followed-up with a call from a KUB representative by the end of the next business day.

KUB and its contractor, Adams and Sons, Inc., have completed the $1.85 million water main replacement project along a 12-block section of N. KUB’s utility work was completed ahead of the City of Knoxville’s multi-million dollar Streetscapes project, which will include sidewalk improvements, new curbs, “bulb outs” and other features to improve pedestrian safety; better-defined on-street parking; better-marked bike lanes; landscaping; and resurfacing. One of the most visible aspects of the City’s streetscape project will be the creation of a new linear park between Pearl Place and Baxter Avenue – a block with enhanced landscaping, benches and other amenities.

For more information on the City’s ongoing streetscapes project, please visit http://www.knoxvilletn.gov/centralstreet.

The utility portion of the project, which began in late October 2016 and wrapped up the last week of July, included the following utility infrastructure upgrades:

Water main installed: 8,335 feet
16-inch: 1,144 feet
12-inch: 692 feet
8-inch: 6,493 feet
6-inch: 604 feet
Fire Hydrants replaced/installed: 21

  • Dameron Avenue (Closed at N. Central Street intersection overnight – 11 p.m., Tuesday, April 11, until 5 a.m., Wednesday, April 12)

All work is weather permitting. Any changes to this schedule will be communicated via this blog and traffic advisories issued to local media outlets.

A one block section on the above-mentioned side streets will be closed to through traffic while tie-ins are completed in that area. All other connecting side streets intersections in this area will remain open.
