Jackson Avenue Ramps Utility Relocation Project

September 28, 2018 UPDATE – Contractor Southern Constructors will continue to work within the fenced off-road work zone, which includes the alleyway in front of the Jackson Terminal Building (east of Gay Street). Access to Jackson Terminal will be maintained; however, parking will not be permitted in the alleyway. The fenced off-road work zone on the west side of Gay Street will also remain in place next week. Additionally, there will be intermittent alternating daily lane closures from 7 a.m. – 4 p.m. between 312 and 410 W. Jackson Avenue next week for asphalt restoration across the roadway. Access to the Jackson Avenue parking lot and area businesses will be maintained at all times.

Depot Avenue Water Main Project

September 28, 2018 UPDATE – Garney Construction crews continued the installation of the 36-inch water main this week along E. Jackson Avenue between Morgan Street and Patton Street. Work will continue along E. Jackson Avenue until the latter part of next week. Garney will then shift the work zone to Patton Street to continue installation of the 36-inch main.  Once pipe installation has moved beyond the intersection of E. Jackson Avenue and Patton Street, a second pipe installation crew will begin replacement of the existing 8-inch water main along W. Depot Avenue between N. Gay Street and Williams Street. Pipe installation and testing are expected to last approximately two weeks in the W. Depot Avenue area.  Due to the weather this past week, paving and restoration has been delayed on the sections of E. Depot Avenue and Morgan Street.

West Hills Natural Gas Project

September 28, 2018 UPDATE – ZONE 2 – KUB contractor Classic City Mechanical has completed all natural gas pipe installation in Zone 2 as of mid-September. Cleanup and restoration work will continue over the next several weeks. ZONE 4 – KUB and East Tennessee Pipeline crews were slowed somewhat by this week’s weather. Work will continue on Dorchester Drive and Newcastle Drive next week.

Sequoyah Hills Wastewater Project

September 28, 2018 UPDATE – Hurst Excavating crews continued work in the off-road easement between Hiawatha Drive and Alta Vista Way this week. Restoration work will begin in that area next week. Construction crews finished work on the section of Blows Ferry Road between Alta Vista Way and Scenic Drive. Daily road closures will continue in this area between 7 a.m. – 5 p.m., through middle of next week for paving and restoration. Paving and restoration work will also continue next week, with intermittent temporary lane/road closures as needed in the immediate area where crews are working, on Hiawatha Drive, Arrowhead Trail, and Alta Vista Way. Construction requiring a continuous road closure through early October will also resume on Chickasaw Road through next week. Crews will also begin work in off-road easements between Shawnee Lane and Hiawatha Drive next week.

(Sequoyah Hills) Sequoyah Hills Area Road Closures [October 1-5] – KUB contract crews will implement the below road closures as needed daily, Monday-Friday, from 7 a.m. – 5 p.m., October 1-5, as work continues on the wastewater collection system in the area:
· Alta Vista Way between Blows Ferry and Noelton Drive
· Blows Ferry Road between Scenic Drive and Alta Vista Way
· Hiawatha Drive between Noelton Drive and Towanda Trail
· Arrowhead Trail between Dogwood Lane and Alta Vista Way
Additionally, Chickasaw Road between Cherokee Boulevard and Navaho Road will be closed continuously through Friday, October 5, due to extensive excavation. Access to area homes will be maintained, and flaggers and signs will be on site to assist with traffic control. Unless otherwise indicated, roadways will be re-opened outside of work hours. Follow-up advisories will be issued as necessary. 

South Knox Natural Gas Project

September 28, 2018 UPDATE – Pipeline – Cleary Construction’s subcontractors were unable to complete right-of-way restoration in the pipeline installation area due to weather. Restoration work will continue in the area between W. Marine Road and Henry Haynes Road as weather and soil conditions improve. Gate Station – KUB contractor Cenergy continued stalling wiring conduit and pre-fabricating piping this week. Work will continue on those components through next week. Motorists should continue to use caution when traveling in the area near 304 Tipton Station Road as construction continues and heavy trucks enter and exit the work area.

Access to Jackson Terminal will be maintained; however, parking will not be permitted in the alleyway. September 21, 2018 UPDATE – Hurst Excavating crews began work in the off-road easement between Hiawatha Drive and Alta Vista Way this week. Construction will continue in that area next week. Construction crews will also continue work on the section of Blows Ferry Road between Alta Vista Way and Scenic Drive, with daily road closures between 7 a.m. – 5 p.m., through middle of next week. Clean-up and paving will take place in this area following construction. Paving and restoration work will also continue next week, with intermittent temporary lane/road closures as needed in the immediate area where crews are working, on Hiawatha Drive, Arrowhead Trail, and Alta Vista Way. A construction crew will between work on Chickasaw Road starting Monday, September 24. This work will require a continuous road closure through early October due to extensive excavation.

September 21, 2018 UPDATE Garney Construction Crews completed installation of the 36-inch main at the E. Depot Avenue at Morgan Street intersection this week. Work continues to progress south on Morgan Street, towards E. Jackson Avenue. E. Depot Avenue remains closed to through traffic between N. Central Street and Morgan Street until next week, when paving and restoration work is finished. Crews are expected to begin installation of the 36-inch water main in the Morgan Street at E. Jackson Avenue intersection next week. E. Jackson Avenue will be closed between Morgan Street and Patton Street in association with this work. Construction will progress east along E. Jackson Avenue over the next two weeks. The Morgan Street at E. Jackson Avenue intersection is scheduled to re-open and the E. Jackson Avenue at Patton Street is scheduled to be closed starting Thursday, September 27.

(Old City) E. Jackson Avenue Road Closure [September 22 – October 12] – KUB contract crews will close a short section of E. Jackson Avenue between Morgan Street and Patton Street, 7 a.m. – 5 p.m., as work is performed on the water distribution systems in the area. Flaggers and signs will be on site to assist with traffic control. This closure will remain in effect through weekends. Access to parking lots beneath James White Parkway and Hall of Fame Drive will be maintained. Follow-up advisories will be issued as necessary.



South Knox Natural Gas Project

September 21, 2018 UPDATE – Pipeline – Cleary Construction’s subcontractors continue with right-of-way restoration in the pipeline installation area. This work is expected to be completed by early October.

Gate Station – KUB contractor Cenergy installed three major station equipment components this week. The contractor will focus on installing wiring conduit and pre-fabricating piping through the end of September. Motorists should continue to use caution when traveling in the area near 304 Tipton Station Road as construction continues and heavy trucks enter and exit the work area.

Depot Avenue Water Main Project

September 14, 2018 UPDATE – Garney Construction Crews continued installation of the 36-inch main at the E. Depot Avenue at Morgan Street intersection this week. E. Depot Avenue will remain closed to through traffic between N. Central Street and Morgan Street until paving and restoration work is finished next week, weather permitting. Installation of the 36-inch main will continue south on Morgan Street to E. Jackson Avenue once work in the intersection is completed. Crews are expected to install pipe in the Morgan Street at E. Jackson Avenue intersection by the end of September. Additional information on work in that area will be posted as details and time frames are finalized.

(Old City) N. Central Street Intermittent Lane Closures [September 17 – October 5] – KUB contract crews will implement intermittent lane closures on N. Central Street between N. Broadway and E. Fifth Avenue as needed to complete electric distribution system work as part of an ongoing City of Knoxville Streetscapes Project. Closures will only be implemented as needed to complete work from 9 a.m. – 3 p.m., Monday – Friday, starting Monday, September 17, through Friday, October 5. All impacted lanes will be reopened after hours and on weekends. Follow-up advisories will be issued as necessary.



Jackson Avenue Ramps Utility Relocation Project

September 14, 2018 UPDATE – Contractor Southern Constructors has set up the work zone in the off-road easement on the north side of W. Jackson Avenue ramp. Additionally, beginning next Monday, the contractor will set up a work zone on the south side of W. Jackson Avenue in the parking area east of Sweet P’s restaurant. Access to the parking lot and area businesses will be maintained at all times. The contactor will also implement intermittent alternating lane closures on W. Jackson Avenue (see yellow area on attached map) daily between 7 a.m. – 3 p.m. for vegetation removal and installation of natural gas and water service lines Tuesday through Friday of next week.

(Old City) W. Jackson Avenue Lane Closure [September 18-21] – KUB contract crews will reduce a short section of W. Jackson Avenue to one alternating lane of traffic daily, 7 a.m. – 3 p.m., beginning Tuesday, September 18, through Friday, September 21, as work is performed on the water and natural gas distribution systems in the area. Flaggers and signs will be on site to assist with traffic control. Parking access to the Armature Building will remain open. Follow-up advisories will be issued as necessary.

Sequoyah Hills Wastewater Project

September 14, 2018 UPDATE – Hurst Excavating crews continued work on Hiawatha Drive between Towanda Trail and Noelton Drive this week. Crews will return to work in this area again next week with daily road closures as needed between 7 a.m. and 5 p.m. Crews will also work in an off-road easement between Hiawatha Drive and Alta Vista Way (see map) next week. Wastewater system rehabilitation work was completed on Arrowhead Trail last week, but daily road closures will be implemented next week as needed between 7 a.m. – 5 p.m. from Mellen Avenue to Alta Vista Way for paving and restoration work. Restoration and paving work with intermittent daily closures between 7 a.m. – 5 p.m. is also scheduled for the section of Alta Vista Way between Noelton Drive and Blows Ferry Road. The contractor will coordinate so that Alta Vista Way and Blows Ferry Drive are not closed at the same time. Construction crews will set up a work zone on the section of Blows Ferry Road between Alta Vista Way and Scenic Drive next week. Daily road closures will be implemented in this area between 7 a.m. – 5 p.m. next week.
  
(Sequoyah Hills) Sequoyah Hills Area Road Closures [September 17-21] – KUB contract crews will implement the below road closures as needed daily, Monday-Friday, from 7 a.m. – 5 p.m., September 17-21, as work continues on the wastewater collection system in the area:

  • Hiawatha Drive between Noelton Drive and Towanda Trail
  • Arrowhead Trail between Dogwood Lane and Alta Vista Way
  • Blows Ferry Road from Alta Vista Way to Scenic Drive
  • Alta Vista Way between Noelton Drive and Blows Ferry Road (Note: Contractor will coordinate so that Alta Vista Way and Blows Ferry Road are not closed at the same time)

Access to area homes will be maintained, and flaggers and signs will be on site to assist with traffic control. Unless otherwise indicated, roadways will be re-opened outside of work hours. Follow-up advisories will be issued as necessary

September 14, 2018 UPDATE – Pipeline – Cleary Construction’s subcontractors will continue with right-of-way restoration in the area between W. Marine Road and Henry Haynes Road next week. Weather dependent, the entire pipeline installation corridor will be re-seeded from Tipton Station Road to Chapman Highway in the next couple of weeks. No road closures are planned for next week. Gate Station – KUB contractor Cenergy continued installation of the foundations and conduit for the new South Knox Gate Station this past week. Foundation work is approximately 75 percent complete. Work will continue onsite next week with delivery and installation of fabrication components. Motorists should continue to use caution when traveling in the area near 304 Tipton Station Road as construction continues and heavy trucks enter and exit the work area.

West Hills Natural Gas Project

September 14, 2018 UPDATE – ZONE 2 – KUB contractor Classic City Mechanical has completed all natural gas pipe installation in Zone 2. (Old City) Morgan Street Road Closure [September 11- 21] – KUB contract crews will implement a continuous closure of Morgan Street between E. Depot Avenue and Jackson Avenue, starting at 7 a.m., Tuesday, September 11, lasting through 5 p.m., Friday, September 21, as work is performed on the water distribution system in the in the area. Access to local businesses will be maintained. Alternate routes include Magnolia Avenue, N. Central Street, and Jackson Avenue. Follow-up advisories will be issued as necessary.

Jackson Avenue Ramps Utility Relocation Project

September 7, 2018 UPDATE – Contractor Southern Constructors mobilized onsite this week. A chain-link fence has been installed to isolate the initial work zone as the area starting at the west end of the ramp and extending east to the area below the west side of the Gay Street underpass. Jackson Avenue Parking Lot ingress/egress is maintained. Saw-cutting and construction prep work will continue through early next week. The contractor will be excavating to install natural gas and water mains in the work zone next week.

South Knox Natural Gas Project

September 7, 2018 UPDATE – Pipeline – Cleary Construction’s subcontractors will continue with right-of-way restoration in the area between W. Marine Road and Henry Haynes Road next week. Weather dependent, the entire pipeline installation corridor will be re-seeded from Tipton Station Road to Chapman Highway in the next couple of weeks. Roadway surface restoration was also completed on Tipton Station Road, Henry Haynes Road, and W. Marine Road this past week. No road closures are planned for next week.

Gate Station – KUB contractor Cenergy continued installation of the foundations and conduit for the new South Knox Gate Station this past week. Work will continue onsite next week with prefabricated piping deliveries. Motorists should continue to use caution when traveling in the area near 304 Tipton Station Road as construction continues and heavy trucks enter and exit the work area. Heavier-than-normal truck traffic is expected during the week of September 10 as Cenergy is scheduled to deliver three large equipment skids to the new gate station site. Crews will also set up a materials fabrication area on the north side of Tipton Station Road, across from the gate station construction site.

West Hills Natural Gas Project

September 7, 2018 UPDATE –  ZONE 2 - KUB contractor Classic City Mechanical worked in the 8100 and 8200 blocks of Corteland Drive this week. They will return to the same areas on Corteland Drive next week. ZONE 4 -  KUB and East Tennessee Pipeline crews worked in the 7000-block of Downing Drive and the intersection of West Hills Road and Rockingham Drive this week. Next week, crews will return to the 7000 and 7100 blocks of Downing Drive. A crew will also work on Dorchester Drive.

Sequoyah Hills Wastewater Project

September 7, 2018 UPDATE – Weekly Update: Hurst Excavating crews will not work on the section of Blows Ferry Road between Alta Vista Way and Scenic Drive this week as communicated in last week’s update. As of Thursday morning, September 6, Hurst crews set up their work zone on Alta Vista Way near the Noelton Drive intersection. Crews will be present in this area through next week. Completing this work now will eliminate the need for later road closures in this area. Alta Vista Way is already closed daily from 7 a.m. – 5 p.m. between Noelton Drive and Arrowhead Trail as part of the existing traffic control plan. Detours will remain in place along Alta Vista Way, Noelton Drive, Dogwood Lane, Mellen Avenue, and Arrowhead Trail. Additionally, the section of Arrowhead Trail SW will remain closed daily between Dogwood Lane and Alta Vista Way. Hiawatha Drive also remains closed daily between Noelton Drive and Towanda Trail. Crews will return to the Blows Ferry Road area in the coming weeks.

September 7, 2018 UPDATE – Weekly Update: Garney Construction Crews completed installation of the 36-inch water main in the Depot Avenue at N. Central Street intersection this week. The intersection has been paved and was reopened to normal traffic flow as of Friday morning, September 7. Installation of the 36-inch main will continue to progress east on the section of E. Depot Avenue between N. Central Street and Morgan Street next week. E. Depot Avenue will remain closed to through traffic until Friday, September 14. Crews are scheduled to start work in the E. Depot Avenue at Morgan Street intersection starting Tuesday, September 11. Installation of the 36-inch main will continue south on Morgan Street to E. Jackson Avenue once work in the intersection is completed.

Sequoyah Hills Wastewater Project

September 5, 2018 UPDATE – Hurst Excavating crews will not work on the section of Blows Ferry Road between Alta Vista Way and Scenic Drive this week as communicated in last week’s update. Hurst crews will instead set up a work zone on Alta Vista Way near the Noelton Drive intersection starting Thursday morning, September 6, and lasting through next week. Completing this work now will eliminate the need for later road closures in this area. Alta Vista Way is already closed daily from 7 a.m. – 5 p.m. between Noelton Drive and Arrowhead Trail as part of the existing traffic control plan. Detours will remain in place along Alta Vista Way, Noelton Drive, Dogwood Lane, Mellen Avenue, and Arrowhead Trail. Additionally, the section of Arrowhead Trail SW will remain closed daily between Mellen Avenue and Alta Vista Way. Crews will return to the Blows Ferry Road area in the coming weeks.
