South Knox Natural Gas Project

August 31, 2018 UPDATE – Pipeline – Cleary Construction’s subcontractors will continue with right-of-way restoration next week. Restoration is approximately 80 percent complete as of the end of August. Restoration of all pipeline installation areas is expected to be totally complete by mid-September. Primary restoration efforts next week will be focused on the area between Henry Haynes Road and West Marine Road.  Next week, subcontractor crews will implement lane closures of a short section of the below roadways between the hours of 7 a.m. - 5 p.m., on Tuesday, September 4, as final roadway restoration work is performed following natural gas distribution system work in the area:
·  230 Block Tipton Station Road
·  130 Block Henry Haynes Road
·  130 Block West Marine Road
Crews will maintain an alternating lane of traffic in each work zone while restoration is performed. These roadways will not be impacted at the same time. Crews will begin on Tipton Station Road and move to the other work zones as restoration is completed.  Appropriate signage and flaggers will be on site to assist with traffic control. Follow-up advisories will be issued as necessary.

Gate Station – KUB contractor Cenergy has completed approximately 40 percent of the concrete foundations for the new South Knox Gate Station as if the end of August. Work will continue onsite next week with prefabricated piping deliveries and installation of buried conduits. Motorists should continue to use caution when traveling in the area near 304 Tipton Station Road as construction continues and heavy trucks enter and exit the work area. Heavier-than-normal truck traffic is expected during the week of September 10 as Cenergy is scheduled to deliver three large equipment skids to the new gate station site.

Additional note – KUB’s natural gas supplier, Enbridge, will continue to work in its right-of-way to support installation of the new gate station. This work is approximately 90 percent complete as of the end of August.

Crews will not work on Monday, September 3, in observance of Labor Day.

Sequoyah Hills Wastewater Project

August 31, 2018 UPDATE –  Hurst Excavating completed pipe installation work on a short section of Towanda Trail this past week. Clean-up and paving restoration crews will return to that area in the coming weeks. Restoration crews also finished and fully re-opened Arrowhead Trail this past week. Construction and restoration requiring weekday lane or road closures as needed between the hours of 7 a.m. – 5 p.m. will be implemented on Hiawatha Drive (between Noelton Drive and Towanda Trail), Arrowhead Trail (between Lyons View Pike and Blows Ferry Road), and Wilani Road (between Southgate Road and Taliluna Avenue) through next week. Alta Vista Way will remain closed continuously between Noelton Drive and Blows Ferry Road through next week due to extensive excavation in this area. The contractor will also start work with daily road closures on the section of Blows Ferry Road between Alta Vista Way and Scenic Drive next week. Crews will not work on Monday, September 3, in observance of Labor Day.

(Sequoyah Hills) Sequoyah Hills Area Road Closures [September 5-7] – KUB contract crews will implement the below road closures as needed daily, Monday-Friday, from 7 a.m. – 5 p.m., September 5-7, as work continues on the wastewater collection system in the area:
·         Hiawatha Drive between Noelton Drive and Towanda Trail
·         Wilani Road between Southgate Road and Taliluna Avenue
·         Blows Ferry Road between Alta Vista Way and Scenic Drive
Additionally, Alta Vista Way between Blows Ferry Road and Noelton Drive will be closed continuously through Friday, September 7, due to extensive excavation. Access to area homes will be maintained, and flaggers and signs will be on site to assist with traffic control. Unless otherwise indicated, roadways will be re-opened outside of work hours. Follow-up advisories will be issued as necessary. 

Depot Avenue Water Line Project

August 31, 2018 UPDATE – Garney Construction Crews continued installation of the 36-inch water main in the Depot Avenue at N. Central Street intersection this week. Due to extensive excavation and the presence of numerous underground pipes in this area, this intersection will remain closed continuously (including nights and weekends) through 5 p.m. Friday, September 7. As indicated on this week’s construction map, alternate routes around the intersection work zone include W. Magnolia Avenue, Morgan Street, and E. Jackson Avenue. Upon completion of work in the intersection, installation of the 36-inch main will continue to progress east onto E. Depot Avenue. Due to the scope of construction in this area, this section of E. Depot Avenue is also currently closed to through traffic. Crews will not work on Monday, September 3, in observance of Labor Day; however, current traffic control measures will remain in place.

West Hills Natural Gas Project

August 31, 2018 UPDATE –  ZONE 2: KUB contractor Classic City Mechanical worked in the 8200 and 8300 blocks of Corteland Drive. They will return to the 8100 and 8200 blocks of Corteland Drive next week. ZONE 4: KUB and East Tennessee Pipeline crews worked on Wesley Road, Yorkshire Drive, and the 7100-block of Rockingham Drive this past week. Next week, crews will resume work in the 7000-block of Rockingham Drive and the 7100-block of Downing Drive. Crews will not work on Monday, September 3, in observance of Labor Day.

Sequoyah Hills Wastewater Project

August 23, 2018 UPDATE –  Hurst Excavating completed work on a short section of the inside, eastbound lane of Kingston Pike between Anteelah Trail and Noelton Drive this past week. All lanes of traffic on Kingston Pike were reopened to normal flow upon completion of work in this area. Crews also finished pipeline work on Towanda Trail; however, there will be daily lane closures in this area as needed through the end of the month for clean-up and restoration. Construction and restoration requiring weekday lane or road closures as needed between the hours of 7 a.m. – 5 p.m. will be implemented on Hiawatha Drive (between Noelton Drive and Towanda Trail), Arrowhead Trail (between Lyons View Pike and Blows Ferry Road), and Wilani Road (between Southgate Road and Taliluna Avenue) through the end of the month. Alta Vista Way will remain closed continuously between Noelton Drive and Blows Ferry Road through the end of the month due to extensive excavation in this area. Crews will not work on Monday, September 3, in observance of Labor Day.

(Sequoyah Hills) Sequoyah Hills Area Road Closures [August 27-31] – KUB contract crews will implement the below road closures as needed daily, Monday-Friday, from 7 a.m. – 5 p.m., August 27-31, as work continues on the wastewater collection system in the area:

·  Arrowhead Trail between Lyons View Pike and Blows Ferry Road
·  Wilani Road between Southgate Road and Taliluna Avenue

Access to area homes will be maintained, and flaggers and signs will be on site to assist with traffic control. West Hills Natural Gas Project

August 23, 2018 UPDATE –  ZONE 2: KUB contractor Classic City Mechanical worked on N. Winston Road (near the Westside YMCA) and the 8200 block of Corteland Drive this past week. Next week, crews will return to the 8200 and 8300 blocks of Corteland Drive. ZONE 4: KUB and East Tennessee Pipeline crews work at the Wesley Road/Rockingham Drive intersection and 7000 block of Yorkshire Drive this past week. Next week, service line installation crews will work on Rockingham Drive and Downing Drive. The pipeline installation crew will work on Dorchester Drive.

South Knox Natural Gas Project

August 23, 2018 UPDATE  Pipeline – Project contractor Cleary Construction completed work on the pipeline system valve enclosures this week. Next week, Cleary crews will continue clean-up activities at the equipment and materials laydown yard near Mountain Grove Drive. Final right-of-way restoration will continue through the Mountain Grove Drive area to Henry Haynes Road. Weather permitting, final paving repairs are scheduled for the pipeline roadway crossing areas on Mountain Grove Drive, W. Marine Road, Henry Haynes Road, and Tipton Station Road next week. Alternating lane closures will be needed on the above-mentioned roads in association with paving repairs. Details for these closures will be communicated as details and schedules are finalized.
Gate Station – Contractor Cenergy continued work this past week to prepare the site for foundation installations. Next week, concrete will be poured for equipment foundations. Welders will mobilize next week to begin onsite fabrication of piping. The onsite pipeline fabrication area will be set up on KUB’s right-of-way north of Tipton Station Rd. 
Additional note – Beginning Saturday, August 25, and lasting through Saturday, September 1, KUB’s natural gas supplier, Enbridge, will be performing tapping operations on the main located in their right-of-way near 304 Tipton Station Rd.

Central Street intersection starting at 7 a.m., Friday, August 24, lasting through 5 p.m., Friday, September 7, as work is performed on the water distribution system in the in the area. The intersection will remain closed overnight and on weekends due to extensive excavation. Access to local businesses will be maintained. Alternate routes include Magnolia Avenue, Morgan Street, and Jackson Avenue. Follow-up advisories will be issued as necessary.

Depot Avenue Water Main Project

August 17, 2018 UPDATE – Garney Construction Crews completed installation of the 8-inch water mains on East and West Depot Avenue this past week. The excavation area on East Depot Avenue has been paved and reopened to traffic. Crews returned to West Depot Avenue to begin installation of the 36-inch water main on the section between Williams Street and N. Central Street (in front of The Mill & Mine). The N. Central Street intersection remains open, and access to businesses in this area is maintained. Next week, construction will continue to progress with pipe installation on West Depot Avenue toward the N. Central Street intersection. Information on the closure of the N. Central Street intersection will be communicated next week as schedules and details are finalized. In addition to the work on Depot Avenue, crews also continued installation of the 36-inch main on Patton Street, which remains closed between Willow Avenue and E. Summit Hill Drive through August 24.

West Hills Natural Gas Project

August 17, 2018 UPDATE – ZONE 2: KUB contractor Classic City Mechanical worked at 409 N. Winston Road and 8301 E. Walker Springs Road this past week. Next week, crews will work on service line connections in the 8200 block of Chesterfield Drive and the 8200 block of Bennington Drive. ZONE 4: KUB and East Tennessee Pipeline crews worked at the intersection of Vanosdale Road & Bennington Drive, the 7200 block of Vanosdale Road, and the 700 block of Shadycrest Lane this past week. Crews will work in the 7100 block of Rockingham Drive and on Dorchester Drive next week.

August 17, 2018 UPDATE – Hurst Excavating will close a short section of the inside, eastbound lane of Kingston Pike between Anteelah Trail and Noelton Drive daily, Monday – Thursday, from 9 a.m. – 3 p.m., Monday, August 20, through Thursday, August 23. One eastbound lane and both westbound lanes will remain open during this period. Construction started on short sections of Towanda Trail, west of the Scenic Drive intersection, and Alta Vista Way, between Valencia Road and Arrowhead Trail, this past week. Crews will return to those areas through August 24. Construction will also continue on Hiawatha Drive (between Noelton Drive and Towanda Trail), Arrowhead Trail through next week. Restoration crews will work in the vicinity of Arrowhead Trail and Wilani Road and through next week.

(Sequoyah Hills Area) Kingston Pike Lane Closure [August 20-23] – KUB contract crews will close a short section of the inside, eastbound lane of Kingston Pike between Anteelah Trail and Noelton Drive daily, Monday – Thursday, from 9 a.m. – 3 p.m., Monday, August 20, through Thursday, August 23, as work is performed on the wastewater distribution system in the in the area. The curbside, eastbound lane will remain open during this time, as will both westbound lanes. Appropriate signs and channeling devices will be on site to assist with traffic control.

August 17, 2018 UPDATE – Cleary Construction crews will continue placement of enclosures around the new main line valves, as well as restoration work. Gate Station: Blount Excavating crews completed grading work in preparation for installation of the structural and equipment foundations. Work began this past week to pour the concrete foundations. Periodic temporary lane closures may be needed in this area of Tipton Station Road as construction equipment and vehicles enter and exit the gate station work zone.

August 10, 2018 UPDATE  Cleary Construction crews will continue placement of enclosures around the new main line valves, as well as restoration work. No road closures are scheduled for next week; however, the closure of the righthand turn lane on Chapman Highway (between the IHOP/CVS entrance and Mountain Grove Road) has been extended through August 17, as listed on the map. Gate Station: Blount Excavating crews completed grading work in preparation for installation of the structural and equipment foundations, and the concrete for the foundations will be poured next week. Periodic temporary lane closures may be needed in this area of Tipton Station Road as construction equipment and vehicles enter and exit the work zones.


(South Knoxville) Chapman Highway Continuous Lane Closure [Extended, August 10-17] – KUB contract crews will maintain a closure of a short section of the southbound right turn lane of Chapman Highway beginning at IHOP/CVS to Mountain Grove Drive, from 5 p.m., Friday, August 10, through 5 p.m., Friday, August 17, as work is performed on the natural gas distribution system in the in the area. Both southbound lanes, the center turn lane, and both northbound lanes will remain open during this time and turn access to Mountain Grove Drive will be maintained. Access to local business will be maintained, and flaggers and signs will be on site to assist with traffic control.

Sequoyah Hills Wastewater Project


August 10, 2018 UPDATE – Hurst Excavating and its subcontractors will continue clean-up and restoration work on Wilani Road between Taliluna Avenue and Southgate Road through next Friday, August 17. Construction will take place on a short section of Towanda Trail, west of the Scenic Drive intersection through mid-week. Construction crews will then progress on to Hiawatha Drive (between Noelton Drive and Towanda Trail) through the remainder of next week. Restoration crews will work in the vicinity of Arrowhead Trail through next week. Alta Vista Way will be closed continuously between Noelton Drive and Arrowhead Trail next week.

Noelton Drive Area Update: The City of Knoxville has completed its Neighborhood Stormwater Drainage project on Noelton Drive. This work required a full road closure from mid-May through August 6, 2018.
KUB will return to the Noelton Drive area in early October 2018 to begin rehabilitation of the wastewater collection and water distribution systems. Below is an outline for remaining utility work in this area.

Wastewater Rehabilitation
  • Wastewater rehabilitation will start at the north end of Noelton Drive and progress south to Alta Vista Way
  • Duration for wastewater rehabilitation work in this area is approximately 6-8 weeks, weather permitting
  • Daily lane closures between 7 a.m. – 5 p.m. for trenchless rehabilitation on sections of Noelton Drive shown in green on the attached map
  • Continuous road closure for open trench excavation in the sections of Noelton Drive shown in red on the attached map
  • Remaining Phase 1 work requiring lane/road closures is also scheduled for Chickasaw Drive, Towanda Trail, Dogwood Lane, a short section of Kingston Pike, Sylvan Lane, and Valenica Road through December 2018
Water Distribution System Upgrades
  • KUB water system work will follow immediately after wastewater rehabilitation along the entire length of Noelton Drive
  • KUB Underground Construction crews will replace approximately 2,400 feet of 8-inch water main, including 5 fire hydrants and 34 customer service line connections
  • Narrowness of roadway on Noelton Drive does not permit wastewater and water work to be completed at the same time
  • This work will be complete with partial lane closures in the immediate area as work progresses north to south on Noelton Drive
  • Final clean-up and paving restoration is scheduled for December 2018
NOTE: Lane and road closures will not affect the entire length of Noelton Drive from October-December 2018. Closures will be limited to work zones (where applicable) and communicated via traffic advisories, blog updates, and social media posts in advance as details and traffic control plans are finalized.

(Sequoyah Hills) Sequoyah Hills Area Road Closures [August 13-17] – KUB contract crews will implement the below road closures as needed daily, Monday-Friday, from 7 a.m. – 5 p.m., August 13-17, as work continues on the wastewater collection system in the area:

West Hills Natural Gas Project


August 10, 2018 UPDATE – ZONE 2: KUB contractor Classic City Mechanical worked service reconnections in the 8200 block of Chesterfield Drive, as well as in the 8200 block of Bennington Drive. Next week, they will move to the 8300 block of Bennington Drive, 8200 block of Chesterfield Drive, Westminster Road and the 8200 block of Corteland Drive. ZONE 4: KUB Underground Construction crews, alongside East Tennessee Pipeline crews, worked on service reconnections in the 7400 block of Bennington Drive and the 700 block of Shadycrest Drive. Next week, they will be at the intersection of Vanosdale Road & Bennington Drive, 7200 block of Vanosdale Road and on Shadycrest Lane.



Depot Avenue Water Main Project


August 10, 2018 UPDATE – Crews were able to reopen the closed lanes of E. Summit Hill Drive this week, which will remain open until the new 36-inch main is installed and tested. These crews will maintain a closure of Patton Street between Willow Street and W. Summit Hill Drive as they continue work in this area. Additional Garney Construction crews have continued service tie-ins on the newly installed 8-inch water line on W. Depot Avenue between Williams Street and N. Central Street and will continue service tie-in work on W. Depot Avenue between N. Central and Morgan Street next week.

Sequoyah Hills Wastewater Project


August 3, 2018 UPDATE – OVERALL PROJECT UPDATE: Phase 1 construction is approximately 50 percent complete as of early August. This portion of the project remains on schedule for completion by January 2019. Sewer pipeline and manhole rehabilitation has been completed on Scenic Drive and Southgate Road, ahead of the City of Knoxville’s plans to pave those areas in 2019. Scenic and Southgate have already been paved by the City.  The contractor, Hurst Construction, is performing clean-up and restoration following deep excavation on Wilani Road. Construction on Arrowhead Trail is nearing completion, to be followed by clean-up and restoration. Extensive construction remains for Phase 1 work on Alta Vista Way, Noelton Drive, and Hiawatha Drive through this fall. Phase 2, which includes rehabilitation of seven miles of wastewater lines, is scheduled to begin in January 2019. Information regarding Phase 2 will be communicated this fall as details are finalized.


Weekly Update: Hurst Excavating and its subcontractors will continue clean-up and restoration work on Wilani Road between Taliluna Avenue and Southgate Road through next Friday, August 10. Construction will continue on Hiawatha Drive (between Noelton Drive and Towanda Trail), and pipe-lining and restoration crews will work in the vicinity of Arrowhead Trail through next week. Construction requiring road closures will begin next week on Chippewa Circle and Chickasaw Road. Work on Chippewa Circle will be divided into two sections to maintain access to detour via Shawnee Lane.

SPECIAL NOTE – SATURDAY WORK: Crews plan to work between the hours of 7 a.m. and 5 p.m. on Saturday, August 4, to install customer service laterals on the 500 block of Arrowhead Trial. Construction may extend beyond 5 p.m., depending on construction progress and conditions encountered during excavation. This section of Arrowhead Trail will remain closed through traffic during construction. Access to driveways will be maintained. Appropriate traffic control measures will be in place to direct traffic flow around the work zone.

NOTES: COK Stormwater Work – As indicated on this week’s map, the City of Knoxville is currently working on the stormwater system on Noelton Drive near the intersection with Alta Vista Way. This is not part of KUB’s work in the area. Please contact the City of Knoxville at 311 for more information about their work in this area. Yard Restoration -- KUB and Hurst Excavating have noticed that grass recently planted as part of yard restoration has started to turn brown due to hot, dry weather. Those areas will be readdressed by the contractor as temperatures decrease during the fall growing season. 

(Sequoyah Hills) Sequoyah Hills Area Road Closures [August 6-10] – KUB contract crews will implement the below road closures as needed daily, Monday-Friday, from 7 a.m. – 5 p.m., August 6-10, as work continues on the wastewater collection system in the area:

  • Chippewa Circle at Noelton Drive
  • Wilani Road between Southgate Road and Taliluna Avenue
  • Alta Vista Way between Blows Ferry Road and Arrowhead Trail
Additionally, Chickasaw Road between Cherokee Boulevard and Navaho Road will be closed continuously from 7 a.m., August 6, through 5 p.m., August 10, due to excavation. Access to area homes will be maintained, and flaggers and signs will be on site to assist with traffic control. With the exception of Chickasaw Road, all other roadways in the area will be re-opened outside of work hours. Follow-up advisories will be issued as necessary. 

South Knox Natural Gas Project

August 3, 2018 UPDATE – OVERALL PROJECT UPDATE: Contractor Cleary Construction has completed approximately 90 percent of the natural gas pipeline installation for the project. Approximately 4,600 feet of natural gas main has been installed and tested as of early August. Grading and site preparation work for the new South Knox Gate Station at 304 Tipton Station Road is approximately 80 percent complete. The gate station is expected for completion by November 2018. 

Weekly Update: Cleary Construction crews will continue work to put the newly-installed pipeline into service, including placement of enclosures around the new main line valves. No road closures are scheduled for next week; however, the closure of the righthand turn lane on Chapman Highway (between the IHOP/CVS entrance and Mountain Grove Road) has been extended through August 10, as listed on the map. Depot Avenue Water Line Project

August 3, 2018 UPDATE – OVERALL PROJECT UPDATE: The overall project is approximately 75 percent complete as of early August. Over 5,100 feet of 36-inch ductile iron pipe have been installed on Blackstock Avenue, Van Street, W. Fifth Avenue, and Williams Street for the new water transmission main. An additional 1,890 feet of ductile iron pipe between 8- and 16-inch diameter have been installed on W. Fifth Avenue, Williams Street, and W. Depot Avenue. A total of 18 service lines have been reconnected. Remaining work includes the following streets:

Weekly Update: Garney Construction crews finished testing the newly-installed 8-inch water line on W. Depot Avenue between Williams Street and N. Central Street this week. Crews will continue work on this section of W. Depot Avenue with tie-ins and the start of installation on the 36-inch main next week. A second crew also began installation of an 8-inch main on E. Depot Avenue, between N. Central Street and Morgan Street this week. Paving and restoration work will take place following installation of the 8- and 36-inch water lines. Crews are expected to close the Depot Avenue at N. Central Street intersection by mid-August. Additional information regarding the scope and duration of work in that area will be communicated as plans are finalized. The closure of both westbound lanes of E. Summit Hill Drive at Patton Street has been extended through 5 p.m., Friday, August 10. Westbound traffic will be detoured to Hill Avenue, Howard Baker Jr. Boulevard, and Hall of Fame Drive, and other alternate routes include Martin Luther King, Jr., Avenue, McCalla Avenue, E. Jackson Avenue, and N. Central Street.

(Downtown Knoxville) East Summit Hill Drive Lane Closure [Extended, August 3-10] – KUB contract crews will maintain a closure of both westbound lanes of E. Summit Hill drive at Patton Street from 5 p.m., Friday, August 3, through 5 p.m., Friday, August 10, as work is performed on the water distribution system in the area. Westbound traffic will be detoured to Hill Avenue, Howard Baker Jr. Boulevard, and Hall of Fame Drive, and other alternate routes include Martin Luther King, Jr. Avenue, McCalla Avenue, E. Jackson Avenue, and N. Central Street. Access to local businesses will be maintained, and flaggers and signs will be on site to assist with traffic control. Electronic message boards also will be posted near the Summit Hill Drive/State Street intersection and on Dandridge Avenue to alert motorists of the traffic pattern change.

West Hills Natural Gas Project


August 3, 2018 UPDATE – OVERALL PROJECT UPDATE: Zone 1 – All work completed in mid-April, including 7,200 feet of new main and 64 service connections. Zone 2 – Scheduled for completion by October 2018, including 9,100 total feet of natural gas main. Twenty-three of 70 total service lines have been connected as of early August. Work remains on Chesterfield Drive, Corteland Drive, and N. Winston Road in this area. Completion of work in Zone 2 is scheduled for October 2018. Zone 3 – Construction to install 11,000 feet of natural gas pipeline and connect 115 services was finished in late July, ahead of schedule. Zone 4 – KUB Underground Construction crews have installed approximately 70 percent of the natural gas main in this area, including 10 of 103 service connections. The scope of work in this area was expanded to include Buckingham Drive, Dorchester Drive, and Newcastle Road. Completion in this area is scheduled for December 2018. ZONE 2: KUB contractor Classic City Mechanical worked in the Corteland Drive area this week to connect sections of newly-installed natural gas main. They will work at 409 N. Winston Road (near West Hills Baptist Church) and the 8200-block of Chesterfield Drive next week. ZONE 4: East Tennessee Pipeline crews worked on Downing Drive, Rockingham Drive, Bennington Drive, and Shadycrest Lane this past week. Crews will resume work on Shadycrest Lane and Rockingham Drive next week. Construction is also expected to start next week on an additional 3,000 feet of steel main replacement on Dorchester Drive and Newcastle Road (see attached map). Customers in this area were notified about the start of construction by mail this week.
