Project Update for N. Central Street

January 27, 2017 N. Central Street/Fifth Avenue Update – This past week, KUB’s contractor Adams and Sons, Inc., fully implemented the traffic control plan and began water main installation work on the section of N. Central Street between Fifth Avenue and the N. Broadway intersection.

Vehicle traffic is advised to remain aware of the ongoing presence of workers, equipment, traffic channeling devices, barricades, and signs in this area. Note that the intersections of Fifth Avenue, Fourth Avenue, Third Avenue, and North Broadway will remain open until work is required in those areas. Work in this section is expected to last through early March. Follow up notices will be issued ahead of any work requiring intersection closures in this work zone.

KUB Completes W. Jackson Avenue Streetscapes Utilities Upgrades
Ahead of Schedule

KUB Underground Construction crews have successfully completed all utility infrastructure upgrades on W. Jackson Avenue nearly three months ahead of schedule. Utility upgrades, the first step in the City’s overall streetscapes improvements planned for this area, began in November 2016, and were expected to last through April 2017. Through efficient planning, resource commitment, and effective work management, KUB Underground Construction crews and staff reduced the length of the project substantially while completing upgrades on infrastructure that will serve this section of the Old City for many years to come.

W. Jackson Avenue has been fully reopened to normal traffic flow as of Friday, January 20.

As part of this project, the utility infrastructure upgrades below were completed:

Water main installed: 950 feet
Water service lines connected: 9
Natural gas main installed: 1,000 feet
Natural gas service lines connected: 5

Wastewater main installed: 502 feet
Fire hydrants replaced/installed: 5
Wastewater manholes installed: 3
Wastewater service lines connected: 3

To the extent possible, KUB worked closely with businesses and residents in this area to coordinate work and minimize the impact of service interruptions while also maintaining access to buildings and parking areas. KUB appreciates its customers and their patrons, and the City of Knoxville, for their ongoing patience and support as the utility portion of this project was completed.

City streetscape improvements are expected to follow on W. Jackson Avenue in the spring of 2017.

January 20, 2017 N. Central Street/Fifth Avenue Update This past week, KUB’s contractor Adams and Sons, Inc., completed water line tie-ins on all connecting side streets along Fifth Avenue, from Gay Street to Lamar Street. Weather permitting, paving crews are scheduled to complete remaining roadway surface restoration, remove traffic control devices, and reopen all lanes of East and West Fifth Avenue, and the section of N. Central Street between Magnolia Avenue and Fifth Avenue, to traffic by Monday, January 23, 2017.

Starting on Monday, January 23, Adams and Sons, Inc., will begin the next stage of water main installation on the area of N. Central Street extending from the Fifth Avenue intersection to the N. Broadway intersection. Both northbound lanes and the northbound bicycle lane will be closed on this section of N. Central Street. Traffic flow will be maintained in both directions, however, with one northbound and one southbound lane shifting to the southbound side of N. Central Street. Southbound bicycle traffic will merge with vehicle traffic through the work zone. Broadway intersection at 6 a.m., Monday, January 23, through early March.  Both northbound lanes and the northbound bicycle lane will be closed on this section of N. Central Street. Project Update for N. Central Street and W. Jackson Avenue

January 13, 2017 N. Central Street/Fifth Avenue Update – Since resuming work last week following the holiday break, KUB’s contractor Adams and Sons, Inc., has completed all pipeline installation, including service connections, tie-ins to existing mains, testing, and condemning inactive lines on the section of N. Central Street between Jackson Avenue and Fifth Avenue. Additionally, the contractor has completed installation of the 16” water main on Fifth Avenue, from Lamar Street to Gay Street. Service line connections and tie-ins to existing side street mains will continue on Fifth Avenue through the end of next week. Roadway restoration work will continue in this area as well. All existing traffic control will remain in place on East and West Fifth Avenue, and the section of N. Central Street between Magnolia and Fifth Avenue, while the remaining work is completed in this area.

Starting on Monday, January 16, Adams and Sons, Inc., will install the traffic control plan for the next stage of work extending along N. Central Street from the Fifth Avenue intersection to the N. Broadway intersection. Both northbound lanes and the bicycle lane will be closed on this section of N. Central Street. Traffic flow will be maintained in both directions, however, with one northbound and one southbound lane shifting to the southbound side of N. Central Street. Southbound bicycle traffic will merge with vehicle traffic through the work zone. Additionally, intersections of Fifth Avenue, Fourth Avenue, and Third Avenue will remain open until work is required in those areas. Follow up notices will be issued ahead of any work requiring an intersection closure.

January 13, 2017 W. Jackson Avenue Update – This week, KUB Underground Construction crews completed the overnight tie-in of the newly-installed water main to the existing main near 312 W. Jackson Avenue. Five inactive fire hydrants were also removed on this section of W. Jackson Avenue. Roadway restoration work will be completed on this section of W. Jackson Avenue through the end of this week.

Crews will not work next Monday, January 16, in observance of Martin Luther King Day. Next week, crews will begin preparations for the final stage of natural gas system work at the western-most end of W. Jackson Avenue. A portion of this work with require a two-day lane closure of the curbside northbound lane of Broadway at the W. Jackson Avenue intersection. This lane closure will be in effect from 9 a.m. – 5 p.m. on Wednesday, January 18, and Thursday, January 19. The inside northbound lane and both southbound lanes will remain open during this period. All lanes on Broadway will reopen to traffic outside of listed work hours. Additionally, the existing work zone and closure on W. Jackson Avenue near the Southeastern Glass Building will remain in effect through completion of this project. Following successful completion of the natural gas system work, roadway restoration work will be performed as the overall project nears completion. Please see the current W. Project Update for W. Jackson Avenue

January 12, 2017 W. Jackson Avenue Update – KUB Underground Construction Crews will work overnight, starting at 12 a.m. and lasting through 6 a.m. on Friday, January 13, to complete final connection of the newly-installed water main to the existing main on W. Jackson Avenue. To facilitate access for vehicles and construction equipment, this work will require a road closure to through traffic between 312 W. Jackson Avenue and Broadway during the above-mentioned time frame. Customers on this section of W. Jackson Avenue will experience a temporary water service interruption as this connection is made. All services will be restored and the roadway will reopen by 6 a.m. Friday. The road closure for the existing work zone between the Southeastern Glass Building and the Broadway intersection will remain in place.

Southgate Road Water Main Replacement (Sequoyah Hills)

(Sequoyah Hills) Southgate Road Lane Closures [January 9-20] – KUB contractor crews will return to Southgate Road over the next two weeks to complete concrete curb restoration following a recent water main replacement project. As part of this work, crews will implement weekday lane closures from 9 a.m.- 1 p.m. on Southgate Road between Scenic Drive and Bluff View Road. Southgate Road will be reopened to traffic outside of listed work hours.

Project Update for N. Central Street and W. Jackson Avenue

January 6, 2017 N. Central Street/Fifth Avenue Update – This week, KUB’s contractor Adams and Sons, Inc., returned to the work site to continue water main construction work. Crews have completed installation of the new water main on N. Central Street from the interstate overpass through the W. Fifth Avenue intersection, and also on East and West Fifth Avenue, between N. Gay Street and Lamar Street.

Next week, crews will begin service tie-overs pending successful testing of the new main. As these are completed, restoration work will be performed. The current traffic control plan will remain in place through this process, with updated traffic control information released ahead of work zone relocation. Please see the current N. January 6, 2017 W. Jackson Avenue Update – This week, KUB Underground Construction Crews returned to the work site to complete water main installation and testing, and begin service tie-overs in the current work zone.

Next week, service tie-overs to the newly installed water main will be completed in the current work zone. Following their successful completion, restoration work will be performed in this area. In the coming weeks, the work zone will shift west, ahead of which updated traffic control information will be released. Please see the current W.
