Kuwahee Wastewater Plant Upgrades and Neyland Drive Lane Shifts

January 25, 2019 Update – The traffic control plan has been fully implemented on the section of Neyland Drive east of Joan Cronan Way.

The eastbound curbside lane is closed as part of construction upgrades at the KUB Kuwahee Wastewater Treatment Plant with the center turn lane and inside lane used to shift traffic and maintain two lanes of flow on this section of Neyland Drive. Both westbound lanes remain open as normal on this section of Neyland Drive. Due to traffic flow shifting to the center turn lane, eastbound traffic is not permitted to a make left-hand turn into the KUB plant on this section of Neyland Drive. This KUB project will not affect access to the University of Tennessee campus and all related facilities on Neyland Drive.
This traffic control pattern will remain in place on this section of Neyland Drive through February 2021.

In addition to the lane shifts on Neyland Drive, there will be intermittent closures on the section of Neyland Greenway located behind the Kuwahee Treatment Plant near the Tennessee River.

This section of Neyland Greenway will otherwise remain open, and KUB will coordinate with City of Knoxville Parks and Recreation to communicate any closures well ahead of time.

South Knox Natural Gas Project

January 25, 2019 UPDATE – Pipeline: As of November 9, all right-of-way restoration was finished in the areas where the new natural gas pipeline was installed.

Gate Station: Enbridge crews have completed commissioning on their portion of the new South Knox natural gas gate station. KUB crews will continue work on KUB-owned assets within the station over the next several weeks leading up to final facility commissioning activities through January 2019.

Sequoyah Hills Wastewater/Water Project

January 25, 2019 UPDATE – Noelton Drive Water Main Replacement Project – Two KUB Underground Construction crews started installation of the new water main at the north and south ends of Noelton Drive this week. Tie-in valves were installed near the Kingston Pike and Alta Vista Way intersections, and approximately 300 feet of water main has been installed this week. Work has not yet started on Chippewa Circle and Dogwood Lane.

The above-mentioned streets will remain closed to through traffic for the duration of this project, which is scheduled for completion in February 2019. See map for installation areas. Flaggers, signs, and other necessary traffic control measures will be in place in association with these closures. Work will not take place on January 21 in observance of Martin Luther King Jr. Day.

Wastewater Rehabilitation Phase 1 – Closed-circuit TV inspections of wastewater system pipes and manhole repair will require intermittent lane closures between 7 a.m. and 5 p.m. on Arrowhead Trail (between Lyons View Pike and Blows Ferry Road) through February 1, 2019. Mellen Avenue will serve as an alternate route. See attached map.

Wastewater Rehabilitation Phase 2 – KUB is finalizing details related to the start of Phase 2 of the wastewater collection system rehabilitation project in the Sequoyah Hills area. Information about this phase of the project will be communicated on this blog and social media platforms once details have been finalized. Additionally, customers in Sequoyah Hills will receive notice by mail prior to the start of construction activities. See attached map showing construction phase areas.


(Sequoyah Hills Area) Arrowhead Trail Road Closure [January 28 – February 1] – KUB contract crews will close Arrowhead Trail between Lyons View Pike and Blows Ferry Road from 7 a.m. – 5 p.m. daily, starting Monday, January 28, through Friday, February 1, as work is performed on the wastewater collection system in the area. The road will be closed during work hours only for wastewater system work not requiring excavation. Signs will be on site to help with traffic control. Follow-up advisories will be issued as necessary.

Sequoyah Hills Wastewater/Water Project

January 18, 2019 UPDATE – Noelton Drive Water Main Replacement Project – Beginning in mid-January, KUB will upgrade utility service on Noelton Drive, Chippewa Circle, and Dogwood Lane with a project to replace sections of water main. See map for installation areas. Asphalt saw-cutting and other pre-construction activities requiring temporary lane closures on the above-mentioned streets has been completed. Construction will begin on Tuesday, January 22, requiring road closures in these areas through February 2019 (weather permitting). Access to driveways will be maintained. Flaggers, signs, and other necessary traffic control measures will be in place in association with these closures. Work will not take place on January 21 in observance of Martin Luther King Jr. Day.

The road will be closed during work hours only for paving and restoration. Signs will be on site to help with traffic control. Follow-up advisories will be issued as necessary. 

(Sequoyah Hills Area) Noelton Drive Road Closure [January 22- February 21] – KUB crews will close a short section of Noelton Drive between Kingston Pike and Alta Vista Drive to traffic from 7:30 a.m. Monday through 5 p.m. Friday, beginning Tuesday, January 22, through Thursday, February 21, as work is performed on the water distribution system in the area. Shawnee Drive will be an alternate route. Local traffic access will be maintained, and the roadway will reopen on weekends. Appropriate signage and flaggers will be on site to assist with traffic control. Follow-up advisories will be issued as necessary.

January 18, 2019 Update – The section of Neyland Drive east of Joan Cronan Way was temporarily reduced to one lane in each direction for several days this week as KUB’s contractor set up traffic control measures for eastbound lane shifts. Now that those measures are in place, traffic flow will resume with two eastbound and two westbound lanes open at all times.

The eastbound curbside lane will be closed as part of construction upgrades at the KUB Kuwahee Wastewater Treatment Plant with the center turn lane and inside lane used to shift traffic and maintain two lanes of flow on this section of Neyland Drive. Both westbound lanes will remain open as normal on this section of Neyland Drive. Due to traffic flow shifting to the center turn lane, eastbound traffic will not be permitted to make left-hand turns on this section of Neyland Drive.

This traffic control pattern will remain in place on this section of Neyland Drive through February 2021.

Dept Avenue Area Water Main Project - Complete


NEWS RELEASE

Depot Avenue Area Water Main Project Completed Ahead of Schedule
Improves Reliability and Provides Operational Flexibility

KUB and its contractor, Garney Construction, have completed the project to install 8,500 feet of new 36-inch water transmission main along Blackstock Avenue, Van Street, W. Fifth Avenue, Williams Street, E. Depot Avenue, Morgan Street, E. Jackson Avenue, Patton Street, Willow Avenue, and connecting to an existing main at E. Summit Hill Avenue. The project, which started in December 2017, was originally scheduled to last through May 2019.

The new 36-inch transmission main, constructed at a cost of $7.28 million, will improve reliability and operational flexibility in delivering water from KUB’s Mark B. Whitaker Water Treatment Plant to the western side of the distribution system. 

Additionally, approximately 3,000 feet of   8-, 12-, and 16-inch distribution water mains that dated as far back as the 1930s were replaced on sections of W. Fifth Avenue and Williams Street.

Highlights from the year-long project included a 54-inch auger bore spanning 400 linear feet, a large bore under Second Creek (below the W. Fifth Avenue overpass), and two railroad crossings.

KUB thanks its customers and the City of Knoxville for their patience and support as this project was completed.

Roadway and sidewalk surface repairs have been completed along the work route. Garney Construction will be demobilizing from their jobsite trailer and materials laydown area located at the corner of Patton Street at Willow Avenue through the end of the month.

Kuwahee Wastewater Plant Upgrades Neyland Drive Lane Shift

January 11, 2019  –  KUB and its contractor will shift the two eastbound lanes of traffic flow on a short section of Neyland Drive starting Monday, January 14, and lasting through February 2021 as part the Kuwahee Wastewater Treatment Plant upgrade project.
The eastbound curbside lane will be closed as part of construction with the center turn lane used to shift traffic and maintain two lanes of flow on this section of Neyland Drive. Both westbound lanes of traffic will remain open on this section of Neyland Drive with normal traffic flow. Due to traffic flow shifting to the center turn lane, eastbound traffic will not be permitted to make left-hand turns on this section of Neyland Drive.

In addition to the lane shifts on Neyland Drive, there will be intermittent closures on the section of Neyland Greenway located behind the Kuwahee Treatment Plant near the Tennessee River.

Summit Hill Avenue. Garney Construction crews will remain in the area demobilizing from the job trailer and laydown area located at the corner of Willow Street and Patton Street through the end of the month.

January 4, 2019 UPDATE – Southern Constructors, Inc., has completed utility upgrades in this area. Final project inspections and close-outs are scheduled through early January 2019 with no anticipated impacts to customers or traffic flow.

January 4, 2018 UPDATE – A second round of pressuring testing was completed this week on the entire length of new 36-inch water transmission main installed over the past year between Blackstock Avenue and E. Summit Hill Drive. Remaining work includes a repair in the shoulder area on the south side of Willow Avenue (east of the Patton Street intersection with no impacts to traffic) and connecting the new water transmission line to the existing main at the intersection of Patton Street and E. Summit Hill Drive. As part of this work, Patton Street will remain closed between Drew Avenue and E. Summit Hill Drive, and closure of the westbound curbside lane on E. Summit Hill Drive near the Patton Street intersection. One westbound lane and both eastbound lanes will remain open. Access to local businesses will also be maintained.

(Downtown) E. Summit Hill Drive Lane, Patton Street Road Closure [January 7-9] – KUB contract crews will implement the below traffic control measures from 7 a.m., Monday, January 7, through 5 p.m., Wednesday, January 9, as work is performed on the water distribution system in the area:
  • Westbound, curbside lane of E. Summit Hill Drive at the Patton Street intersection closed. One westbound lane and both eastbound lanes will remain open, as will turn access to area businesses.
  • Patton Street between Willow Avenue and Campbell Avenue closed. N. Central Street is the alternate route.
Flaggers and signs will be on site to assist with traffic control, and follow-up advisories will be issued as necessary.

Project Complete as of January 4, 2019: KUB Underground Construction crews have completed installation of approximately 1,500 feet of new water main along the section of Neyland Drive between UT Gardens and Joan Cronan ahead of schedule. Following the completion of surface repairs this morning, traffic flow on this section of Neyland Drive has been returned to normal as of this afternoon. Additionally, the section of Neyland Greenway between Lake Loudoun Boulevard and Third Creek has re-opened for use. KUB thanks City of Knoxville Parks and Recreation and the University of Tennessee for their assistance with this project, and its customers for their cooperation. This will be the last update for utility work on this section of Neyland Drive.
