Depot Avenue Water Main Project


October 30, 2018 UPDATE – The final tie-in for the 8-inch water main requiring the closure of the W. Depot Avenue at N. Gay Street intersection, originally scheduled for Wednesday, October 31, has been moved to Thursday, November 1. To accommodate an event in the area, the intersection will temporarily be reopened to normal traffic flow starting at 5 p.m., Tuesday, October 30, through 8 a.m., Thursday, November 1. Construction to tie-in the 8-inch main is expected to be completed during daylight hours on Thursday, and the intersection will reopen to normal traffic flow by the evening. One final temporary intersection closure will be necessary at a later date for paving and restoration. A follow-up notice will be issued as details and the schedule are finalized for that temporary intersection closure.

Jackson Avenue Ramps Utility Relocation Project


October 29, 2018 UPDATE Southern Constructors and their subcontractors will implement intermittent daily lane closures as needed this week for saw-cutting asphalt and other pre-construction activities for the wastewater system upgrades near the west ramp on W. Jackson Avenue (see attached map). Wastewater system construction is expected to start in approximately two weeks. This section of W. Jackson Avenue will reopen to normal traffic flows when crews are not working. At least one lane of traffic will remain open to maintain traffic flow. Access to parking areas and area businesses will be maintained.

Depot Avenue Water Main Project


October 26, 2018 UPDATE

Contractor Garney Construction completed installation of the 36-inch water main on the section of Patton Street between E. Jackson Avenue and Willow Avenue. This section of Patton Street will remain closed through November 9 for paving and restoration work. Once paving and restoration are complete on Patton Street, crews will move to Willow Avenue to continue installation of the 36-inch water main. The Patton Street intersection and approximately 300 feet of Willow Avenue east of the intersection will be closed starting October 30 through early November. A second Garney Construction crew completed installation and testing of a new 8-inch water main along the section of W. Depot Avenue between N. Gay Street and Williams Street. Tie-ins are scheduled in the area through October 31, followed by paving and restoration through November 9.
This section of W. Depot Avenue will remain closed as part of an ongoing non-KUB development project in the area.

Sequoyah Hills Wastewater Project


October 26, 2018 UPDATE –

Weekly Update: Hurst Excavating completed rehabilitation of the wastewater main and manholes on Noelton Drive between the Kingston Pike intersection and Chippewa Circle this week. Paving and restoration work requiring intermittent daily road closures will continue in this area through November 2. Construction activities continue on Chippewa Circle, and the work zone on Noelton Drive has been expanded down to Alta Vista Way. Paving and restoration work requiring intermittent daily closures will also continue on Hiawatha Drive and Chickasaw Drive next week.

Contractor Southern Constructors and their subcontractors completed testing and tie-ins on the domestic and fire protection water lines. Water line connections on a hydrant at Jackson Terminal and an 8-inch line going to Fire Alley are scheduled for Monday, October 29. Final natural gas connections have been moved to next week, October 29-31, due to inclement weather. Wastewater work requiring traffic closures on W. Jackson Avenue is expected to begin in early November. Information on the scope and duration of traffic closures will be communicated in advance, as details are finalized.

South Knox Natural Gas Project


October 26, 2018 UPDATE

Pipeline: Restoration work remains in one area between W. Marine Road and Henry Haynes. All other restoration work has been completed.

Gate Station: KUB contractor Cenergy continued conduit installation and pipe testing this week. Next week, crews will be coating and backfilling newly-installed pipe. Conduit and wiring installation will also continue next week.

South Knox Natural Gas Project


October 19, 2018 UPDATE – 
Pipeline: Restoration work remains in one area between W. Marine Road and Henry Haynes. All other restoration work has been completed.

Gate Station: KUB contractor Cenergy installed one control building onsite this week. Testing activities slated for this past weekend have been rescheduled for this coming Sunday and Wednesday evenings. This work will be isolated to the gate station construction site with no impacts to customers. Installation of conduit and excavation for station inlet and outlet piping will continue next week.

Jackson Avenue Ramps Utility Relocation Project


October 19, 2018 UPDATE – Contractor Southern Constructors has completed installation of the natural gas and water mains. Tie-ins to the existing natural gas main are scheduled for completion next week. Crews will also condemn the old natural gas main in this area next week. Water main testing was completed successfully, and tie-ins are ongoing. The alley on the north side of the ramps, adjacent to Jackson Terminal remains closed, but access is maintained to businesses. Wastewater work requiring traffic closures on W. Jackson Avenue is expected to begin in early November. Information on the scope and duration of traffic closures will be communicated in advance, as details are finalized.

Crews also continued construction in the off-road easement between Shawnee Lane and Hiawatha Drive, and on Chickasaw Road this week, and work will continue in those areas next week. Paving and restoration work will also continue on Hiawatha Drive (between Noelton Drive and Towanda Trail) and in the off-road easement between Hiawatha Drive and Alta Vista Way next week.

October 19, 2018 UPDATE – The N. Gay Street at W. Jackson Avenue intersection will be temporarily reopened to normal flow starting at 5 p.m. Friday, October 19, through 7 a.m., Monday, October 22, to accommodate increased traffic in the area for this weekend’s Tennessee vs. Alabama game. The intersection and road closure on W. Jackson Avenue will resume Monday and last through November 2 as testing, paving, and restoration work is performed in this area. Garney Construction continued installation of the 36-inch water main this week along the section of Patton Street between E. Jackson Avenue and Willow Avenue. Work will continue in this area next week, progressing towards the Willow Avenue intersection. Additional information will be sent out regarding the scope and duration of work in this area prior to the start of construction. A short section of E. Jackson Avenue, including the Patton Street intersection, will remain closed until paving and restoration work is completed next Tuesday, October 23 (weather permitting).







West Hills Natural Gas Project


October 19, 2018 UPDATE – 

ZONE 4 – KUB and East Tennessee Pipeline crews continued to replace the natural gas mains on Dorchester Drive and Newcastle Drive this week. Work will continue on those streets next week.

Zones 1-3 Right-of-Way Restoration – Per notices mailed by KUB to customers in early October, right of way restoration, including re-seeding and placing straw, is underway in areas where excavation occurred as part of the pipeline installation project.

Sequoyah Hills Wastewater Project

TRAFFIC ADVISORY


(West Knoxville) Kingston Pike and Noelton Drive Lane, Road Closure [October 18] – KUB contract crews will implement the below traffic control measures from 9 a.m. – 3 p.m. on Thursday, October 18, as work continues on the wastewater collection system in the area:
·   Both the westbound and eastbound turn lanes of Kingston Pike at Noelton Drive CLOSED (eastbound and westbound traffic will be maintained)
·   Notelton Drive between Kingston Pike and Shawnee Lane CLOSED
 Eastbound and westbound Kingston Pike traffic will be maintained while through traffic will not be maintained through the intersection. Noelton Drive should be accessed via Mellen Avenue, Towanda Trail, Hiwatha Drive, or Scenic Drive. Flaggers and signs will be on site to assist with traffic control. Follow-up advisories will be issued as necessary.

Depot Avenue Water Main Project

(Old City) N. Gay Street, W. Depot Avenue Intersection Closure [October 17-26] – KUB contract crews will close the intersection of N. Gay Street and W. Depot Avenue beginning at 7 a.m. on Wednesday, October 17, through 5 p.m. Friday, October 26, as work is performed on the water distribution system in the area. This closure will remain in effect throughout the weekend. Flaggers and signs will be on site to assist with traffic control. Alternate routes include N. Broadway and N. Central Street. Follow-up advisories will be issued as necessary.

ZONE 4 – KUB and East Tennessee Pipeline crews continued to replace the natural gas mains on Dorchester Drive and Newcastle Drive this week. They will continue work on those streets next week.

October 12, 2018 UPDATE

Garney Construction crews completed installation of the 36-inch water main this week along E. Jackson Avenue, and began installation on the section of Patton Street between E. Jackson Avenue and Willow Avenue. The E. Jackson Avenue at Patton Street intersection will be re-opened for area events this weekend, including Oktoberfest in the Old City on Saturday, October 13, and the Subway Race Against Cancer on Sunday, October 14. The intersection will re-close the week of October 15 for paving and restoration work. Patton Street will also be closed between E. Jackson Avenue and Willow Avenue all of next week as the 36-inch water main is installed in this area. Saw-cutting and construction prep work began on the section of W. Depot Avenue between N. Gay Street and Williams Street this week. Crews will install an 8-inch water main in this area starting next week. This section of W. Depot Avenue is already closed to traffic as part of an ongoing development project in the area; however, Garney crews will need to expand the closure zone to include the N. Gay Street at W. Jackson Avenue intersection tentatively set for October 17-24. Additional information will be sent out early next week as the schedule for work in this area is finalized.

Hurst Excavating began installation of the new wastewater main on Noelton Drive between the Kingston Pike intersection and Chippewa Circle this week. This section of Noelton Drive will remain closed to through traffic daily from 7 a.m. – 5 p.m. through next Friday, October 19. Alternate routes include Alta Vista Way and Scenic Drive. All lanes will reopen to normal traffic flow outside of the listed work hours and on weekends. Access to driveways will be maintained. Crews also continued construction in the off-road easement between Shawnee Lane and Hiawatha Drive, and on Chickasaw Road this week, and work will continue in those areas next week. Paving and restoration work will also continue on Hiawatha Drive (between Noelton Drive and Towanda Trail) and in the off-road easement between Hiawatha Drive and Alta Vista Way next week.

Contractor Southern Constructors completed installation and tested the new natural gas main. Next week, crews will tie-over customer service lines to the new main and repair asphalt cuts. Temporary shifting lane closures will be needed at the W. Jackson Avenue and State Street intersection while this work is completed on October 17-19. At least one lane of traffic will remain open at all times Crew will also continue installation and testing on the new water main next week. Access to the Jackson Avenue parking lot and area businesses will be maintained at all times.

South Knox Natural Gas Project


October 12, 2018 UPDATE – 

Pipeline: Restoration work will continue in the area between W. Marine Road and Henry Haynes Road next week.

Gate Station: KUB contractor Cenergy continued wiring and piping installation this week. A crew will be onsite this Sunday, October 14, to perform testing on a portion of newly-installed pipe. Crews also plan to work overnight on Wednesday, October 17, to continue testing sections of new pipe. A generator will be used as part of this work, but no large equipment will be used.

South Knox Natural Gas Project

October 5, 2018 UPDATE – Pipeline: Restoration work will continue in the area between W. Marine Road and Henry Haynes Road next week. Gate Station: KUB contractor Cenergy continued wiring and piping installation this week. The newly-installed piping will be ready for testing next week.

Overall Project Update: Pipeline construction is complete, with a total of 4,600-feet of natural gas pipeline installed between Chapman Highway and Tipton Station Road. Work continues on the new South Knox Gate Station located at 409 Tipton Station Road. The gate station is approximately 45-percent complete as of early October.

Construction continues to progress on the new KUB South Knox Natural Gas Gate Station located at 409 Tipton Station Road.

Sequoyah Hills Wastewater Project

October 5, 2018 UPDATE – Hurst Excavating crews are scheduled to begin installation of the new wastewater main on Noelton Drive, between the Kingston Pike intersection and Chippewa Circle, starting Monday, October 10. This section of Noelton Drive will be closed to through traffic daily from 7 a.m. – 5 p.m. Alternate routes include Alta Vista Way and Scenic Drive. All lanes will reopen to normal traffic flow outside of the listed work hours and on weekends. Access to driveways will be maintained. Crews will also continue construction in the off-road easement between Shawnee Lane and Hiawatha Drive, and on Chickasaw Road next week. Paving and restoration work will also continue on Hiawatha Drive (between Noelton Drive and Towanda Trail) and in the off-road easement between Hiawatha Drive and Alta Vista Way next week. 

Overall Project Update: Construction in the Phase 1 area is approximately 75 percent complete. To date, approximately 21,000 linear feet of wastewater mains have been installed, and 180 customer service laterals have been reconnected.

(Sequoyah Hills) Sequoyah Hills Area Road Closures [October 8-12] – KUB contract crews will implement the below road closures as needed daily, Monday-Friday, from 7 a.m. – 5 p.m., October 8-12, as work continues on the wastewater collection system in the area:
  • Hiawatha Drive between Noelton Drive and Towanda Trail
  • Arrowhead Trail between Dogwood Lane and Alta Vista Way
  • Noelton Drive between Kingston Pike and Chippewa Circle
Additionally, Chickasaw Road between Cherokee Boulevard and Navaho Road will be closed continuously through Friday, October 12, due to extensive excavation. Access to area homes will be maintained, and flaggers and signs will be on site to assist with traffic control. Unless otherwise indicated, roadways will be re-opened outside of work hours. Follow-up advisories will be issued as necessary.  

Jackson Avenue Ramps Utility Relocation Project

October 5, 2018 UPDATE – Contractor Southern Constructors continued installation of the 12-inch water main, with crews working beneath the Gay Street overpass and progressing east. Natural gas main installation crews also started working on the eastern extents of the project this week. Water work will continue in the area next week. Next week, natural gas construction crews will reduce W. Jackson Avenue to one alternating lane of traffic near the State Street intersection daily from 7 a.m. – 4 p.m., October 8-10, as tie-in connections are made. Flaggers and signage will be in place to assist with maintaining traffic flow. This section of W. Jackson Avenue will re-open to normal traffic flow outside of listed work hours. Access to the Jackson Avenue parking lot and area businesses will be maintained at all times.

Overall Project Update: The overall project is approximately 30-percent complete, including 283-feet of 12-inch water main and 287-feet of 4-inch natural gas main. Wastewater system work will begin after water main is installed.

(Old City) W. Jackson Avenue Lane Closure [October 8-10] – KUB contract crews will reduce a short section of W. Jackson Avenue between N. Central Street and State Street to one alternating lane of traffic from 7 a.m. – 4 p.m. daily, starting Monday, October 8, through Wednesday, October 10, as work is performed on the natural gas distribution systems in the area. The westbound lane will be closed while the eastbound lane remains open and is used to alternate traffic through the work zone. Flaggers and signs will be on site to assist with traffic control. Follow-up advisories will be issued as necessary.

Depot Avenue Water Main Project

October 5, 2018 UPDATE – Garney Construction crews continued the installation of the 36-inch water main this week along E. Jackson Avenue, progressing toward Patton Street. Pipe installation and paving work will continue along E. Jackson Avenue as shown on the accompanying map through October 17. Beginning Monday, October 8, Garney will implement a work zone on Patton Street to continue installation of the 36-inch main. Paving and restoration work was completed on E. Depot Avenue and Morgan Street as of October 5, and both roads have been re-opened to normal traffic flow. E. Jackson Avenue has also been re-opened to traffic to allow access to the Old City parking area beneath the James White Parkway/Hall of Fame Drive overpasses from the west (Morgan Street). In addition to the work zones mentioned above, Garney Construction is scheduled to begin installation of a short section of 8-inch water main on W. Depot Avenue between N. Gay Street and Williams Street on Wednesday, October 10. This section of W. Depot Avenue is already closed to traffic as part of an ongoing development project in the area.

Overall Project Update: The Depot Avenue Area Water Main Installation Project is approximately 93 percent complete overall. Pipe totals installed to date include 6,670 linear feet of 36-inch water transmission main, 2,415 linear feet of 8- to 16-inch water distribution main, three fire hydrants, and 23 service line reconnections.

October 5, 2018 UPDATE – ZONE 4 – KUB and East Tennessee Pipeline crews continued to replace the natural gas mains on Dorchester Drive and Newcastle Drive this week. They will continue work on those streets next week.
Overall Project Update: Zone 1 – Complete as of April 2018 with 7,200-feet of main replaced and 64 services; Zone 2 – Complete as of September 2018 with 9,100-feet of main replaced and 70 services; Zone 3 – Complete as of July 2018 with 11,100-feet of main replaced and 110 services; Zone 4 – 90 percent complete as of early October with 9,100-feet of main replaced and 60 of 103 services completed (work remains on Dorchester Drive and Newcastle Drive).
