Southgate Road Water Main Replacement (Sequoyah Hills)

(Sequoyah Hills) Southgate Road Lane Closure [Extended December 23] – KUB crews will reduce a section of Southgate Road to one alternating lane of traffic between Scenic Drive and Bluff View Road, from 8 a.m. – 5 p.m., Friday, December 23, as construction prep work, including saw cutting of asphalt, is performed in this area. The northbound lane will be closed while the southbound lane remains open and is used to alternate traffic. All lanes will reopen outside of listed work hours. Electronic message boards, flaggers, and signs will be on site to assist with traffic control, and local traffic access to driveways will be maintained.

(Sequoyah Hills) Road Closure- Southgate Road [December 26- January 8] – KUB crews will close a short section of Southgate Road and the adjacent sidewalk, between Scenic Drive and Bluff View Road, daily, including weekends, from 7 a.m. – 7 p.m., starting Monday, December 26, and lasting through Sunday, January 8, as work is performed on the water distribution system in this area. All lanes will reopen outside of listed work hours. Alternate routes include Scenic Drive and Cherokee Boulevard. Electronic message boards, flaggers, and signs will be on site to assist with traffic control, and local traffic access to driveways will be maintained.

Project Update for N. Central Street and W. Jackson Avenue

December 22, 2016 N. Central Street/Fifth Avenue Update – This week, KUB’s contractor Adams and Sons, Inc., completed installation of the 16-inch water main on West and East Fifth Avenue, where the eastbound lane remains closed between N. Gay Street and Lamar Street (westbound lanes remain open). Testing of the new main and side-street water main tie-ins are scheduled for early January in this construction zone.  All traffic control plans and detours remain in effect as set up, and commuters are reminded that there are no left turns onto eastbound Fifth Avenue while these traffic measures remain in place.

No construction activity will take place between December 24, 2016, and Monday, January 2, 2017. Construction activities will resume on Tuesday, January 3, 2017. All existing traffic control measures will remain in place during the holidays for public safety. Due to the holidays, and no changes to the existing traffic control plan during this period, the next blog update will be posted on Friday, January 6, 2017. Please see the current N. December 22, 2016 W. Jackson Avenue Update – This week, KUB Underground Construction Crews began Phase 3 water main installations. The work zone has shifted to the west, from the area immediately west of Knox Whiskey Works and extending to the Southeastern Glass Building. This section of W. Jackson Avenue is closed to through traffic. Access to driveways and parking areas will be maintained. Parking ingress and egress to the Southeastern Glass Building is maintained from Broadway. Sidewalk access is maintained on the south side of W. Jackson Avenue.

The current traffic control plan for Phase 3 will remain in place through mid-January 2017 as remaining utility work and paving are completed. Crews are also scheduled to return to make service line connections in the areas near Sweet P’s, The Standard, and Knox Whiskey Works the first week of January. The service line connection work may require temporary lane closures only in the immediate area where excavation is occurring. Crews will not work Friday, December 23, Monday, December 26, and Monday, January 2, in observance of the Christmas and New Year’s holidays. All existing traffic control measures will remain in place during the holidays for public safety. The northbound lane will be closed while the southbound lane remains open and is used to alternate traffic. All lanes will reopen outside of listed work hours. Electronic message boards, flaggers, and signs will be on site to assist with traffic control, and local traffic access to driveways will be maintained.

Project Update

December 16, 2016 N. Central Street Update – This week, KUB’s contractor Adams and Sons, Inc., continued water main installation work on W. Fifth Avenue, where the eastbound lane remains closed between N. Gay Street and Lamar Street (westbound lanes remain open).

Next week, work will continue on W. Fifth Avenue between N. Gay Street and Lamar Street, and on N. Central Street between W. Fifth Avenue and Magnolia Avenue. All traffic control measures will remain the same. Crews will not work Friday, December 23, or Monday, December 26, in observance of the Christmas holiday. December 16, 2016 W. Jackson Avenue Update
– This week, KUB Underground Construction Crews completed Phase 2 natural gas and water infrastructure work by installing new mains for both utilities in the currently established work zone. 

The current traffic control plan will remain in place through early next week as remaining utility work and paving are completed. Crews are scheduled to shift the work zone and road closure by the middle of next week to the area just west of Knox Whiskey Works and extending to the Southeastern Glass Building as work begins on Phase 3 of the project. An updated map will be issued next week ahead of the work zone and traffic control plan shift. Crews will not work Friday, December 23, or Monday, December 26, in observance of the Christmas holiday. Southgate Road Water Main Replacement (Sequoyah Hills)

December 14, 2016 Southgate Road Water Main Replacement (Sequoyah Hills) – Over the next several weeks, KUB crews will be working to replace the water main along the section of Southgate Road between the area just south of the Scenic Drive intersection and Bluff View Road. This project is part of KUB’s ongoing Century II utility infrastructure upgrades. This work is being completed while Knox County Schools are out for the Winter Holiday to lessen the impact to daily traffic flow around Sequoyah Elementary.

Construction prep work, including saw cutting of asphalt, will begin this Saturday, December 17, and last through Monday, December 19. To facilitate safe working conditions, and to provide adequate space for utility vehicles and equipment, Southgate Road will be reduced to one alternating lane of traffic during daily work hours from 8 a.m. – 5 p.m. All lanes will reopen outside of listed work hours.

Construction excavation will begin on Monday, December 26, with KUB crews starting at the north and south ends of Southgate Road and working toward the middle. Roadway restoration crews will follow construction crews through the work zone. All construction is schedule to be completed (weather permitting) and the road reopened by January 9, 2017.

Due to the nature of this work, a full road and sidewalk closure will be implemented for the duration of construction on this section of Southgate Road. Crews will work between the hours of 7 a.m. - 7 p.m., including weekends. Additionally, some construction activity may extend beyond 7 p.m. to complete necessary connections. Appropriate traffic control devices and flagging personnel will be in place for all lane reductions and closures. Driveway access will be maintained at all times.

Customers in the immediate work zone will experience a planned water service interruption lasting between two to four hours as construction progresses and connections are made to the new mains. A KUB representative will notify you at least 24 hours before any planned outage, including information about the scheduled time frame and expected duration. Customers in this immediate area may also experience a temporary decrease in water pressure as adjustments are made to the system.

December 9, 2016 N. Central Street Update – This week, KUB’s contractor Adams and Sons, Inc., continued water main installation work on W. Fifth Avenue, where the eastbound lane remains closed between N. Gay Street and Lamar Street (westbound lanes remain open). Restoration work was completed on N. Central Street between the railroad tracks in the Old City and Magnolia Avenue, which has been reopened to traffic.

December 9, 2016 W. Jackson Avenue Update – This week, KUB Underground Construction Crews completed Phase 2 wastewater infrastructure work by installing new wastewater main in the currently established work zone.

Project Update for N. Central Street and W. Jackson Avenue

December 2, 2016 N. Central Street Update – This week, KUB’s contractor Adams and Sons, Inc., continued water main installation work on N. Central Street and W. Fifth Avenue. Restoration work on the section of N. Central Street between the railroad tracks and southern side of the Magnolia Avenue intersection was completed, and this section of N. Central Street has reopened to traffic, with the detour route shifting from Depot Avenue to Magnolia Avenue.

Next week, work will continue on W. Fifth Avenue between N. Gay Street and Lamar Street, and on N. Central Street between W. Fifth Avenue and Magnolia Avenue. Please see the N. Central Street traffic map in the right hand column of this blog for more detailed information.



December 2, 2016 W. Jackson Avenue Update – This week, KUB Underground Construction Crews completed Phase 1 utility upgrade installations for the project, which impacted the area in the direct vicinity of Sweet P’s and the W. Jackson Avenue public parking lot. At the end of the project, water service tie-overs will be completed in this area.

Today, crews reopened W. Jackson Avenue between Broadway and S. Gay Street for the WIVK Christmas Parade. The roadway will remain open Saturday, December 3. On Sunday, crews will return and re-implement a closure of W. Jackson Avenue. The work zone will shift slightly west for Phase 2 utility upgrades. Please see the W. Project Update

December 1, 2016 UPDATE - (Old City) W. Jackson Avenue to Temporarily Reopen [December 2-4] – KUB will temporarily reopen W. Jackson Avenue to through traffic starting at noon, Friday, December 2, until 6 a.m., Sunday, December 4, to accommodate traffic flow and parking access for the WIVK Christmas Parade. Note that the City of Knoxville will close access from S. Gay Street to W. Jackson Avenue during the parade Friday evening; however, access will remain open from Broadway. Due to the ongoing presence of construction equipment, curbside street parking and the sidewalk on the north side of W. Jackson Avenue will remain closed during this period. W. Jackson Avenue has been closed to through traffic since late October to facilitate utility upgrades ahead of the City of Knoxville’s Streetscapes project in this area. The traffic control measures and closure of W. Jackson Avenue to through traffic will resume at 6 a.m., Sunday, December 4. Please see the W.
