Sequoyah Hills Wastewater Project

TRAFFIC UPDATE 

(Sequoyah Hills Area) Kingston Pike Lane Closure [January 2-4, 2019] – KUB contract crews will close the inside, eastbound lane of Kingston Pike between Noelton Drive and Kingston Park Drive from 9 a.m. – 4 p.m. daily, starting Wednesday, January 2, through Friday, January 4, as work is performed on the wastewater collection system in the area. One eastbound lane and both westbound lanes will remain open during this time. Follow-up advisories will be issued as necessary.

South Knox Natural Gas Project

December 21, 2018 UPDATE – Pipeline: As of November 9, all right-of-way restoration was finished in the areas where the new natural gas pipeline was installed.
Gate Station: Painting work continued on above-ground pipes and structures week. KUB crews will maintain a presence onsite over the next several weeks leading up to facility commissioning activities in early January 2019. Due to holiday schedules, the next blog update will be posted on January 4, 2019.

Neyland Drive Water Main Project

December 21, 2018 UPDATE – KUB Underground Construction crews implemented lane closures on Neyland Drive, and closed the section of Neyland Greenway between Third Creek and Lake Loudoun Boulevard, on Monday, December 16, as work began to replace the water main in this area. As of the Thursday, December 20, water main installation was completed. Crews will fill and test the line over the weekend prior to returning to work on Wednesday, December 26, to begin connecting service lines to the new main. Additional Neyland Drive lane closures will be needed daily from 7:30 a.m. – 5 p.m. in association with the service line work. KUB crews will not work on the following dates over the holidays: December 24 & 25, 2018, and January 1, 2019.


Jackson Avenue Ramps Utility Relocation Project

December 21, 2018 UPDATE – Southern Constructors, Inc., has completed utility upgrades in this area. Final project inspections and close-outs are scheduled through early January 2019 with no anticipated impacts to customers or traffic flow.

December 21, 2018 UPDATE – Hurst Excavating and its subcontractors will continue wastewater system rehabilitation and restoration work on Towanda Trail, just south of the Kingston Pike intersection, through Friday, December 28. This section of Towanda Trail will reopen to normal traffic flow on December 24-25, then reclose intermittently as needed between 7 a.m. – 5 p.m. through December 28. Access to area residences will be maintained. Paving and restoration work will continue through next week on a short section of Mellen Avenue and Dogwood Lane, as weather conditions allow. Construction will also take place on southern section of Kingston Park Drive with intermittent daily lane closures between 7 a.m. – 5 p.m. through next week. KUB’s contractor will not work on the following dates over the holidays: December 24 & 25, 2018, and January 1, 2019. Due to holiday schedules, the next blog update will be posted on January 4, 2019.



Depot Avenue Area Water Main Project

December 21, 2018 UPDATE Following pressure-testing procedures this week, additional work on the 36-inch water transmission line is needed in the vicinity of Williow Avenue, east of the Patton Street intersection. This work will be limited to the shoulder area on the south side of Willow Avenue with no impacts to traffic through the week of January 7. The block of Patton Street between Willow Avenue and E. Summit Hill Drive will be open to normal traffic flow from December 22-25. The Patton Street road closure will be implemented again starting at 7 a.m. on Wednesday, December 26. Additional road and lane closures will be needed for the final tie-in of the 36-inch transmission main to the existing main near the intersection of Patton Street and E. Summit Hill Drive. Information on the scope and duration of that work and traffic impacts will be communicated as details are finalized after the first of the year. KUB’s contractor will not work on the following dates over the holidays: December 24 & 25, 2018, and January 1, 2019. Sequoyah Hills Wastewater Project

December 14, 2018 UPDATE – Hurst Excavating and its subcontractors will continue wastewater system rehabilitation work on Towanda Trail, just south of the Kingston Pike intersection, through Friday, December 21. This section of Towanda Trail will remain closed continuously due to deep excavation in the area. Access to area residences will be maintained. Paving and restoration work will continue through next week on a short section of Mellen Avenue and Dogwood Lane, as weather conditions allow. Construction activity will continue in off-road easement areas near Sylvan Lane, Hiawatha Drive, Kingston Park Drive, and on property on the west side of Scenic Drive near the Kingston Pike intersection. Trenchless rehabilitation methods, including lining existing pipe, will be used in these off-road areas with no impacts to traffic. Paving and restoration was completed this past week on Hiawatha Drive, near the Noelton Drive intersection.

(Sequoyah Hills) Sequoyah Hills Area Road Closures [December 17-21] – KUB contract crews will implement the below road closures as needed daily, Monday-Friday, from 7 a.m. – 5 p.m., December 17 – 21, as work continues on the wastewater collection system in the area:
·  Dogwood Lane between Arrowhead Trail and Noelton Drive
·  Arrowhead Trail between Dogwood Lane and Blows Ferry Road
·  Mellen Avenue between Lyons View Pike and Arrowhead Trail
Additionally, Towanda Trail between Kingston Pike and Shawnee Lane will be closed continuously Monday, December 17, through Friday, December 21, due to extensive excavation. Access to area homes will be maintained, and flaggers and signs will be on site to assist with traffic control. Unless otherwise indicated, roadways will be re-opened outside of work hours. Follow-up advisories will be issued as necessary.

December 14, 2018 UPDATE – The block of Patton Street between Willow Avenue and E. Summit Hill Drive will remain closed through Friday, December 21. This section of Patton Street will reopen to normal traffic flow from December 22-25. The contractor will re-implement the road closure on Patton Street, and a single lane closure on westtbound E. Summit Hill Drive, from December 26-28 to complete the final tie-in of the new 36-inch main to the existing main and to finish paving/restoration work. One westbound and both eastbound lanes will remain open on this section of E. Summit Hill Drive. Garney will also reduce the section of Patton Street between E. Jackson Avenue and Willow Avenue to one alternating lane of traffic on Thursday, December 20 to set up pumping equipment associated with the water line work.

Neyland Drive Area Utility Upgrade Project

Utility Construction to Close Section of Neyland Greenway
December 16 Through Mid-January 2019

KUB and its contractor will close the section of the Neyland Greenway between Third Creek and Lake Loudoun Boulevard starting Sunday, December 16, and lasting continuously through mid-January 2019 (weather permitting), to facilitate safe conditions as work is performed on the water distribution system in this area.

A detour route around the closed section of the Neyland Greenway is set up on the University of Tennessee campus via Lake Loudoun Boulevard, Volunteer Boulevard, Andy Holt Avenue, Joe Johnson Drive, Solutions Way, and the Third Creek Greenway (see attached map).

To familiarize greenway users with the upcoming changes, signage will be placed at key locations along the detour route, and on the Third Creek and Neyland Greenways, the week of December 10. The impacted section of greenway will be closed continuously throughout the duration of the work. KUB asks park patrons to please respect the signage and barricades in place, and to avoid this section of greenway due to ongoing excavation, as well as the presence of construction equipment, materials, vehicles, and workers.

KUB thanks City of Knoxville Parks and Recreation for their assistance with this project, and its customers for their cooperation. South Knox Natural Gas Project Update

December 7, 2018 UPDATE  Pipeline: As of November 9, all right-of-way restoration was finished in the areas where the new natural gas pipeline was installed. Gate Station: KUB and crews from contractor Cenergy worked this past week to install fencing and landscaping around the perimeter of the station. Work also continued on installing stone for final pad surfacing, painting all above-ground piping, and final mechanical installations. Painting, remaining installations, and clean-up and restoration activities will continue through next week. Crews will be working to restore the materials storage area, located across from the gate station on Tipton Station Road. Motorists are advised to proceed with caution in this  area due to the ongoing presence of trucks and equipment in association with this work.

Sequoyah Hills Wastewater Project

December 7, 2018 UPDATE – Hurst Excavating and its subcontractors completed wastewater system rehabilitation work on Dogwood Lane, Mellen Avenue, and Hiawatha Drive this past week. Intermittent lane and road closures will remain in these areas through next week for paving and restoration. Construction crews will move to Towanda Trail and off-road easement area near Shawnee Lane next week. The section of Towanda Trail south of Kingston Pike will be closed continuously to through traffic starting next Monday, December 10, and lasting through Friday, December 21, due to deep excavation required in this area. Access to driveways will be maintained. Paving and restoration work has been completed and the roadways reopened to normal traffic flow on the lower section of Noelton Drive and on Chippewa Circle.

Depot Avenue Area Water Main Project


December 7, 2018 UPDATE The block of Patton Street between Willow Avenue and E. Summit Hill Drive will reopen to normal traffic flow by midday Friday, December 7, in preparation for the evening WIVK Christmas Parade in the downtown area. Garney Construction finished pressure testing the new 36-inch in water main this past week. Additional pipeline testing and cleaning will take place next week before final tie-ins are made. The above-mentioned section of Patton Street will close again Monday morning, December 10, and will remain closed through Friday, December 21, for testing and cleaning. Additionally, Blackstock Avenue will be reduced to one alternating lane of traffic near the Heins Street intersection in association with final pipeline prep work the week of December 10. The final tie-in to connect the 36-inch main is scheduled to take place the week of December 17. This work will require a lane closure on E. Summit Hill Drive, and information will be communicated as details for this last stage of the project are finalized.



(Downtown Area) Blackstock Avenue Lane Closure [December 10–14] – KUB contract crews will close a short section of the westbound lane of Blackstock Avenue between Heins Street and Hannah Avenue from 7 a.m., Monday, December 10, through 6 p.m., Friday, December 14, as work is performed on the water distribution system in the area. The eastbound lane will remain open and will be used to alternate traffic through the work zone. Access to area business will be maintained. Appropriate signage and flaggers will be on site to assist with traffic control. Follow-up advisories will be issued as necessary.



Jackson Avenue Ramps Utility Relocation Project

December 7, 2018 UPDATE – Southern Constructors, Inc., has completed wastewater system work on W. Jackson Avenue. Paving and restoration work was scheduled for completion on W. Jackson Avenue as of 3 p.m. Friday afternoon, December 7, to accommodate the WIVK Christmas Parade. An additional day of work will be needed next week to complete paving and surface restoration in the Jackson Avenue parking lot. Jackson Avenue Ramps Utility Relocation Project

(Old City) W. Jackson Avenue Overnight Lane Closure [December 6-7] – KUB crews will reduce a short section of W. Jackson Avenue to one alternating lane of traffic at State Street between S. Gay Street and S. Central Street from 10 p.m., Thursday, December 6, through 4 a.m., Friday, December 7, as work is performed on the electric distribution system in the area. The eastbound lane and sidewalk will be closed while the westbound lane remains open and is used to alternate traffic through the work zone. Access to area businesses and residential driveways will be maintained. Flaggers and signs will be on site to assist with traffic control.

Depot Avenue Area Water Main Project

November 29, 2018 UPDATE – Garney Construction has completed all pipe installation for the new 36-inch water main. The process of filling and testing the line started this week. As part of this work, Patton Street will remain closed between Willow Avenue and E. Summit Hill Drive through mid-December. Paving restoration work has been completed, and roads have been reopened to normal traffic flow on the section of Patton Street between Campbell Avenue and Willow Avenue, and on Willow Avenue east of the Patton Street intersection. Sidewalk and curb repairs remain in these areas, but that work will not affect traffic flow. Once testing and flushing of the new water main is completed, Garney Construction will make the final tie-in to connect the new 36-inch main to the existing water main at the E. Summit Hill Drive and Patton Street intersection. This tie-in work will require a lane closure on E. Summit Hill Drive in December. Information on traffic impacts will be communicated as details are finalized. November 29, 2018 UPDATE – Weekly Update: Southern Constructors, Inc., continued rehabilitation of the wastewater system on W. Jackson Avenue this week. The full road closure of W. Jackson Avenue (between S. Broadway and Gay Street) will remain in effect through 2 p.m., Friday, November 30. W. Jackson Avenue will be reopened to normal traffic flow at that time and throughout the weekend. The contractor will re-close this section of W. Jackson Avenue to through traffic starting at 6 a.m. Monday, December 3, through 6 p.m., Thursday, December 6, to complete final testing of the wastewater system and pavement restoration. Access to businesses and parking lots in the work zone will be maintained. See the attached map for alternate routes around this section of W. Jackson Avenue.

November 29, 2018 UPDATE – Pipeline: As of November 9, all right-of-way restoration was finished in the areas where the new natural gas pipeline was installed. Gate Station: All mechanical installations will be complete on the new South Knox Natural Gas Gate Station by the end of the week. Work continues around the site as the areas around underground piping and buried conduit are back-filled. Final grading work and installation of remaining electrical and instrumentation components will continue over the next several weeks. Additionally, crews will be onsite installing fencing around the station perimeter and painting inside the structure.

Construction continues on the new KUB South Knox Natural Gas Gate Station, located on Tipton Station Road. The new facility is expected to be ready for operation by January 2019.

November 29, 2018 UPDATE – Weekly Update: Construction activity resumed this week after the Thanksgiving holiday. Construction crews continue work on the southern end of Noelton Drive, Dogwood Lane, and short sections of Hiawatha Drive (east of the Noelton Drive intersection) and Mellen Avenue. Restoration work is also ongoing on Chippewa Circle. These roadways remain closed daily between 7 a.m. – 5 p.m. Paving and restoration work has been completed and the roadways reopened to normal traffic flow on the northern section of Noelton Drive and Chickasaw Road.

Depot Avenue Water Main Project

November 21, 2018 UPDATEGarney Construction crews completed installation of the 36-inch water main this week. Filling, testing, and flushing work will begin on the newly-installed water transmission line when crews return from the Thanksgiving holiday on Monday, November 26. As part of the filling and testing procedures, crews will be located two locations along the water pipeline route - at Van Street (between Blackstock Avenue and Callaway Avenue) and at Patton Street (between Willow Avenue and Summit Hill Drive). This process will take approximately one and a half weeks to complete. Once testing and flushing has been successfully completed, crews will begin making final tie-ins in mid-December. Paving and restoration is scheduled for Patton Street and Willow Avenue, including the intersection, the week of November 26 (weather permitting). Once this work is finished, Patton Street (between Campbell Avenue and Willow Avenue) and Willow Avenue (area east of Patton Street intersection), and the Patton Street and Willow Avenue intersection will all reopen to normal traffic flow. The section of Patton Street between Willow Avenue and Summit Hill Drive will close starting November 26 and lasting through early December for final tie-ins. A lane closure will also be needed on Summit Hill Drive in mid-December. Information on that lane closure will be issued as details are finalized.

Jackson Avenue Ramps Utility Relocation Project

November 16, 2018 UPDATE – Wastewater system work requiring a full road closure to through traffic on W. Jackson Avenue (between S. Broadway and Gay Street) is scheduled for the week of November 26. This closure will remain in effect continuously, Monday through Friday, November 26-30. Access to businesses and parking lots in the work zone will be maintained. See the attached map for alternate routes around this section of W. Jackson Avenue. The contractor will not work over the Thanksgiving Holiday, November 22-23.

Depot Avenue Water Main Project

November 16, 2018 UPDATE Garney Construction crews continued excavation for upcoming installation of the 36-inch water main on the section of Willow Avenue 300-feet east of the Patton Street intersection, as well as within the off-road easement adjacent to Patton Street, between Willow Avenue and E. Summit Hill Drive this week. Crews are scheduled to work this weekend removing rock in the off-road easement area adjacent to Patton Street. Weather and conditions encountered during excavation have hindered progress, and work will continue in this area over the next several weeks. Patton Street remains closed to through traffic between Campbell Avenue and Willow Avenue, and Willow Avenue remains closed east of the Patton Street intersection. The Patton Street intersection remains open for left-hand turns westbound onto Willow Avenue, and right-hand southbound turns from Willow Avenue onto Patton Street. The contractor will not work over the Thanksgiving Holiday, November 22-23. Road closures will remain in effect due to extensive excavation. Appropriate barricades and traffic control measures will remain in place.

November 16, 2018 UPDATE – Work was slow again somewhat this week due to weather. Hurst Excavating continued rehabilitation of the wastewater main and manholes on Noelton Drive between Chippewa Circle and Alta Vista Way. Crews will continue construction on this section of Noelton Drive, as well as on Dogwood Lane and a short section of Hiawatha Drive west of Noelton Drive next week. Paving and restoration work requiring intermittent daily road closures will continue on the section of Noelton Drive between Kingston Pike and Chippewa Circle, and along Chippewa Circle, through late November. Chippewa Circle will remain closed to through traffic this weekend. Restoration work requiring extensive concrete roadway and curb repairs will also continue with continuous closures (including this weekend) on Chickasaw Drive through Wednesday, November 21. The contractor will not work over the Thanksgiving Holiday, November 22-23. Starting at the end of the day Wednesday, November 21, all roads will reopen to normal traffic flow until construction activity resumes on Monday, November 26.

November 16, 2018 UPDATE  Pipeline: As of November 9, all right-of-way restoration was finished in the areas where the new natural gas pipeline was installed.

Gate Station: KUB contractor Cenergy crews continued working on instrumentation and electrical items this week, as well as backfilling recently-installed underground piping. Crews will finish up mechanical installations next week, then begin clean-up and final grading of the site the week of November 26.  Final painting and fencing installation are scheduled for the week of December 3, with commissioning activities are scheduled to begin the week of December 10. The contractor will not work over the Thanksgiving Holiday, November 22-23.

November 12, 2018 UPDATE – Construction & Road Closure Postponed: Due to inclement weather forecast for this week, and the Thanksgiving Holiday the following week, wastewater system construction requiring a full road closure to through traffic on W. Jackson Avenue (between S. Broadway and Gay Street) originally scheduled to start today has been postponed until the week of November 26-30. Once implemented, this closure will remain in effect continuously, Monday through Friday. Access to businesses and parking lots in the work zone will be maintained. November 9, 2018 UPDATE – Work was hindered somewhat this week due to debris and muddy conditions following the storm and high winds that hit the Knoxville area early Tuesday morning. Hurst Excavating continued rehabilitation of the wastewater main and manholes on Noelton Drive between Chippewa Circle and Alta Vista Way again this week. Crews will continue construction next week on this section of Noelton Drive, as well as on Dogwood Lane and a short section of Hiawatha Drive west of Noelton Drive. Paving and restoration work requiring intermittent daily road closures will continue on the section of Noelton Drive between Kingston Pike and Chippewa Circle, and along Chippewa Circle, through November 16. Chippewa Circle will remain closed to through traffic this weekend. Restoration work requiring extensive concrete roadway and curb repairs will also continue with continuous closures (including this weekend) on Chickasaw Drive through November 16.

November 9, 2018 UPDATE – Natural gas and water line installations are complete. Wastewater system work requiring a full road closure to through traffic on W. Jackson Avenue (between S. Broadway and Gay Street) is scheduled for next week, November 12-16. This closure will remain in effect continuously, Monday through Friday. Access to businesses and parking lots in the work zone will be maintained. See the attached map for alternate routes around this section of W. Jackson Avenue.

(Old City) W. Jackson Avenue Road Closure [November 12-16] – KUB contract crews will close a section of W. Jackson Avenue between S. Broadway and S. Gay Street to traffic from 7 a.m., Monday, November 12, through 5 p.m., Friday, November 16, and work continues on the utilities in the area. Local traffic access will be maintained via S. Broadway. Alternate routes include W. Summit Hill Drive, S. gay Street, Western Avenue, and S. Broadway. Flaggers and signs will be on site to assist with traffic control. Access to local businesses will be maintained. Follow-up advisories will be issued as necessary.

Depot Avenue Water Main Project

November 9, 2018 UPDATE – Installation of the 8-inch water main and follow-up paving and restoration work was completed this week in the N. Gay Street at W. Depot Avenue intersection, and the road has been reopened to normal traffic flow. No additional utility work is scheduled for this area. Garney Construction crews continued installation of the 36-inch water main on the section of Willow Avenue 300-feet east of the Patton Street intersection, as well as within the off-road easement adjacent to Patton Street, between Willow Avenue and E. Summit Hill Drive this week. Pending weather and conditions encountered during construction, water main installation is expected to be complete within the next two weeks.

South Knox Natural Gas Project

November 9, 2018 UPDATE – Pipeline: As of this week, all right-of-way restoration has been completed in the areas where the new natural gas pipeline was installed.
Gate Station: KUB contractor Cenergy continued work to apply a protective coating on piping that will be installed underground. Crews also continued conduit installation this week. Next week, crews will continue coating and backfilling newly-installed pipe.

West Hills Natural Gas Project

November 2, 2018 UPDATE – Final Project Update: ZONE 4 – As of November 2, construction has been completed on Dorchester Drive and New Castle Drive, which concludes all natural gas pipeline installations in the West Hills area one month ahead of the scheduled December 2018 completion date. Right-of-way restoration work will continue in the neighborhood over the next several weeks. This will be the final blog update for this project. Please call KUB at 558-2331 if you have questions about restoration activities. The overall project, which started in August 2017, included the following:
  • Zone 1: 7,200 feet of new main and 64 service connections (completed mid-April 2018)
  • Zone 2: 9,100 feet of new main and 84 service connections (completed September 2018)
  • Zone 3: 11,000 feet of new main and 115 service connections (completed July 2018)
  • Zone 4: 9,400 feet of new main and 103 service connections (completed November 2018)
*-Note: Zone 4 included added work on Buckingham Drive, Dorchester Drive, and New Castle Drive.

Totals: 36,700 feet of new main and 366 service connections

South Knox Natural Gas Project

November 2, 2018 UPDATE  Pipeline: Crews completed seeding of the right-of-way between Henry Haynes Road and W. Marine Road this past week. Re-seeding was also completed sections of the right-of-way between Tipton Station Road and Henry Haynes Road. Next week, crews will perform restoration along the right-of-way on the south side of Henry Haynes Road. Gate Station: KUB contractor Cenergy completed hydrostatic testing and applied protective coating on piping that will be installed underground. Crews also continued conduit installation this week. Next week, crews will continue coating and backfilling newly-installed pipe.



Work continues to progress at the new KUB South Knox natural gas gate station located at 409 Tipton Station Road.

Sequoyah Hills Wastewater Project

November 2, 2018 UPDATE – Hurst Excavating continued rehabilitation of the wastewater main and manholes on Noelton Drive between Chippewa Circle and Alta Vista Way this week. Next week, crews will continue construction work on this section of Noelton Drive, as well as on Dogwood Lane and a short section of Hiawatha Drive west of Noelton Drive. Paving and restoration work requiring intermittent daily road closures will continue on the section of Noelton Drive between Kingston Pike and Chippewa Circle, and along Chippewa Circle, through November 9. Restoration work requiring extensive concrete roadway and curb repairs will also continue with continuous closures (including weekends) on Chickasaw Drive through November 16.

Depot Avenue Water Main Project Update

November 2, 2018 UPDATE – Garney Construction crews continued installation of the 36-inch water main in the Willow Avenue and Patton Street intersection, as well as within the off-road easement adjacent to Patton Street, between Willow Avenue and E. Summit Hill Drive this week. Work will continue on the section of Patton Street between Campbell Avenue and Willow Avenue. The Patton Street at Willow Avenue intersection has been reopened to allow left turns from Patton Street on to Willow Avenue, and right turns from Willow Avenue on to Patton Street. A 300-foot section of Willow Avenue east of the Patton Street intersection will remain closed next week as water main installation continues. Garney Construction completed all tie-ins for the 8-inch water main along W. Depot Avenue at the N. Gay Street intersection. This intersection is currently open, but it will be closed for paving and restoration during the day on Thursday, November 8. The road will reopen to normal traffic flow with no further utility work in this area by the end of the day Thursday.

Jackson Avenue Ramps Utility Relocation Project

November 2, 2018 UPDATE – Contractor Southern Constructors and their subcontractors completed water line connections on a hydrant at Jackson Terminal and an 8-inch line going to Fire Alley. Additionally, final natural gas connections were completed.  The contractor will be working on asphalt restoration through next week.  Wastewater work requiring traffic closures on W. Jackson Avenue is expected to begin in early November. Information on the scope and duration of traffic closures will be communicated in advance, as details are finalized

Depot Avenue Water Main Project


October 30, 2018 UPDATE – The final tie-in for the 8-inch water main requiring the closure of the W. Depot Avenue at N. Gay Street intersection, originally scheduled for Wednesday, October 31, has been moved to Thursday, November 1. To accommodate an event in the area, the intersection will temporarily be reopened to normal traffic flow starting at 5 p.m., Tuesday, October 30, through 8 a.m., Thursday, November 1. Construction to tie-in the 8-inch main is expected to be completed during daylight hours on Thursday, and the intersection will reopen to normal traffic flow by the evening. One final temporary intersection closure will be necessary at a later date for paving and restoration. A follow-up notice will be issued as details and the schedule are finalized for that temporary intersection closure.

Jackson Avenue Ramps Utility Relocation Project


October 29, 2018 UPDATE Southern Constructors and their subcontractors will implement intermittent daily lane closures as needed this week for saw-cutting asphalt and other pre-construction activities for the wastewater system upgrades near the west ramp on W. Jackson Avenue (see attached map). Wastewater system construction is expected to start in approximately two weeks. This section of W. Jackson Avenue will reopen to normal traffic flows when crews are not working. At least one lane of traffic will remain open to maintain traffic flow. Access to parking areas and area businesses will be maintained.

Depot Avenue Water Main Project


October 26, 2018 UPDATE

Contractor Garney Construction completed installation of the 36-inch water main on the section of Patton Street between E. Jackson Avenue and Willow Avenue. This section of Patton Street will remain closed through November 9 for paving and restoration work. Once paving and restoration are complete on Patton Street, crews will move to Willow Avenue to continue installation of the 36-inch water main. The Patton Street intersection and approximately 300 feet of Willow Avenue east of the intersection will be closed starting October 30 through early November. A second Garney Construction crew completed installation and testing of a new 8-inch water main along the section of W. Depot Avenue between N. Gay Street and Williams Street. Tie-ins are scheduled in the area through October 31, followed by paving and restoration through November 9.
This section of W. Depot Avenue will remain closed as part of an ongoing non-KUB development project in the area.

Sequoyah Hills Wastewater Project


October 26, 2018 UPDATE –

Weekly Update: Hurst Excavating completed rehabilitation of the wastewater main and manholes on Noelton Drive between the Kingston Pike intersection and Chippewa Circle this week. Paving and restoration work requiring intermittent daily road closures will continue in this area through November 2. Construction activities continue on Chippewa Circle, and the work zone on Noelton Drive has been expanded down to Alta Vista Way. Paving and restoration work requiring intermittent daily closures will also continue on Hiawatha Drive and Chickasaw Drive next week.

South Knox Natural Gas Project


October 19, 2018 UPDATE – 
Pipeline: Restoration work remains in one area between W. Marine Road and Henry Haynes. All other restoration work has been completed.

Gate Station: KUB contractor Cenergy installed one control building onsite this week. Testing activities slated for this past weekend have been rescheduled for this coming Sunday and Wednesday evenings. This work will be isolated to the gate station construction site with no impacts to customers. Installation of conduit and excavation for station inlet and outlet piping will continue next week.

October 19, 2018 UPDATE – Contractor Southern Constructors has completed installation of the natural gas and water mains. Tie-ins to the existing natural gas main are scheduled for completion next week. Crews will also condemn the old natural gas main in this area next week. Water main testing was completed successfully, and tie-ins are ongoing. The alley on the north side of the ramps, adjacent to Jackson Terminal remains closed, but access is maintained to businesses. Wastewater work requiring traffic closures on W. Jackson Avenue is expected to begin in early November. Paving and restoration work will also continue on Hiawatha Drive (between Noelton Drive and Towanda Trail) and in the off-road easement between Hiawatha Drive and Alta Vista Way next week.

October 19, 2018 UPDATE – The N. Gay Street at W. Jackson Avenue intersection will be temporarily reopened to normal flow starting at 5 p.m. Friday, October 19, through 7 a.m., Monday, October 22, to accommodate increased traffic in the area for this weekend’s Tennessee vs. Alabama game. The intersection and road closure on W. Jackson Avenue will resume Monday and last through November 2 as testing, paving, and restoration work is performed in this area. Garney Construction continued installation of the 36-inch water main this week along the section of Patton Street between E. Jackson Avenue and Willow Avenue. Work will continue in this area next week, progressing towards the Willow Avenue intersection. Additional information will be sent out regarding the scope and duration of work in this area prior to the start of construction. A short section of E. Jackson Avenue, including the Patton Street intersection, will remain closed until paving and restoration work is completed next Tuesday, October 23 (weather permitting).







West Hills Natural Gas Project


October 19, 2018 UPDATE – 

ZONE 4 – KUB and East Tennessee Pipeline crews continued to replace the natural gas mains on Dorchester Drive and Newcastle Drive this week. Work will continue on those streets next week.

Zones 1-3 Right-of-Way Restoration – Per notices mailed by KUB to customers in early October, right of way restoration, including re-seeding and placing straw, is underway in areas where excavation occurred as part of the pipeline installation project.

(West Knoxville) Kingston Pike and Noelton Drive Lane, Road Closure [October 18] – KUB contract crews will implement the below traffic control measures from 9 a.m. – 3 p.m. on Thursday, October 18, as work continues on the wastewater collection system in the area:
·   Both the westbound and eastbound turn lanes of Kingston Pike at Noelton Drive CLOSED (eastbound and westbound traffic will be maintained)
·   Notelton Drive between Kingston Pike and Shawnee Lane CLOSED
 Eastbound and westbound Kingston Pike traffic will be maintained while through traffic will not be maintained through the intersection. Noelton Drive should be accessed via Mellen Avenue, Towanda Trail, Hiwatha Drive, or Scenic Drive. Flaggers and signs will be on site to assist with traffic control. Follow-up advisories will be issued as necessary.

October 12, 2018 UPDATE

Garney Construction crews completed installation of the 36-inch water main this week along E. Jackson Avenue, and began installation on the section of Patton Street between E. Jackson Avenue and Willow Avenue. The E. Jackson Avenue at Patton Street intersection will be re-opened for area events this weekend, including Oktoberfest in the Old City on Saturday, October 13, and the Subway Race Against Cancer on Sunday, October 14. The intersection will re-close the week of October 15 for paving and restoration work. Patton Street will also be closed between E. Jackson Avenue and Willow Avenue all of next week as the 36-inch water main is installed in this area. Saw-cutting and construction prep work began on the section of W. Depot Avenue between N. Gay Street and Williams Street this week. Crews will install an 8-inch water main in this area starting next week. This section of W. Depot Avenue is already closed to traffic as part of an ongoing development project in the area; however, Garney crews will need to expand the closure zone to include the N. Gay Street at W. Jackson Avenue intersection tentatively set for October 17-24. Additional information will be sent out early next week as the schedule for work in this area is finalized.

All lanes will reopen to normal traffic flow outside of the listed work hours and on weekends. Access to driveways will be maintained. Crews also continued construction in the off-road easement between Shawnee Lane and Hiawatha Drive, and on Chickasaw Road this week, and work will continue in those areas next week. Paving and restoration work will also continue on Hiawatha Drive (between Noelton Drive and Towanda Trail) and in the off-road easement between Hiawatha Drive and Alta Vista Way next week.

Contractor Southern Constructors completed installation and tested the new natural gas main. Next week, crews will tie-over customer service lines to the new main and repair asphalt cuts. Temporary shifting lane closures will be needed at the W. Jackson Avenue and State Street intersection while this work is completed on October 17-19. At least one lane of traffic will remain open at all times Crew will also continue installation and testing on the new water main next week. Access to the Jackson Avenue parking lot and area businesses will be maintained at all times.

South Knox Natural Gas Project


October 12, 2018 UPDATE – 

Pipeline: Restoration work will continue in the area between W. Marine Road and Henry Haynes Road next week.

Gate Station: KUB contractor Cenergy continued wiring and piping installation this week. A crew will be onsite this Sunday, October 14, to perform testing on a portion of newly-installed pipe. Crews also plan to work overnight on Wednesday, October 17, to continue testing sections of new pipe. A generator will be used as part of this work, but no large equipment will be used.

South Knox Natural Gas Project

October 5, 2018 UPDATE – Pipeline: Restoration work will continue in the area between W. Marine Road and Henry Haynes Road next week. Gate Station: KUB contractor Cenergy continued wiring and piping installation this week. The newly-installed piping will be ready for testing next week.

Overall Project Update: Pipeline construction is complete, with a total of 4,600-feet of natural gas pipeline installed between Chapman Highway and Tipton Station Road. Work continues on the new South Knox Gate Station located at 409 Tipton Station Road. The gate station is approximately 45-percent complete as of early October.

Construction continues to progress on the new KUB South Knox Natural Gas Gate Station located at 409 Tipton Station Road.

Sequoyah Hills Wastewater Project

October 5, 2018 UPDATE – Hurst Excavating crews are scheduled to begin installation of the new wastewater main on Noelton Drive, between the Kingston Pike intersection and Chippewa Circle, starting Monday, October 10. This section of Noelton Drive will be closed to through traffic daily from 7 a.m. – 5 p.m. Alternate routes include Alta Vista Way and Scenic Drive. All lanes will reopen to normal traffic flow outside of the listed work hours and on weekends. Access to driveways will be maintained. Crews will also continue construction in the off-road easement between Shawnee Lane and Hiawatha Drive, and on Chickasaw Road next week. Paving and restoration work will also continue on Hiawatha Drive (between Noelton Drive and Towanda Trail) and in the off-road easement between Hiawatha Drive and Alta Vista Way next week. 

Overall Project Update: Construction in the Phase 1 area is approximately 75 percent complete. To date, approximately 21,000 linear feet of wastewater mains have been installed, and 180 customer service laterals have been reconnected.

Additionally, Chickasaw Road between Cherokee Boulevard and Navaho Road will be closed continuously through Friday, October 12, due to extensive excavation. Access to area homes will be maintained, and flaggers and signs will be on site to assist with traffic control.
