Sequoyah Hills Wastewater Project

March 29, 2019 UPDATE – Noelton Drive Water Main Replacement Project – All paving and restoration work has been completed on Noelton Drive, Chippewah Circle, and Dogwood Lane ahead of the 2019 Covenant Health Knoxville Marathon event.

Sequoyah Hills Wastewater Rehabilitation Phase 1 – Manhole rehabilitation crews continue to work at various locations throughout the Phase 1 area. Temporary lane closures may be needed in the immediate area where crews are working.

Sequoyah Hills Wastewater Rehabilitation Phase 2 – No construction activity will take place on Cherokee Boulevard, Blows Ferry Road, Alta Vista Way, or Noelton Drive March 30-31 in coordination with the 2019 Covenant Health Knoxville Marathon. Paving and restoration crews will continue work next week on two sections of Kenesaw Avenue, between Woodland Drive and Iskagna Drive, and between Taliluna Avenue and Cherokee Boulevard, and along the section of Sequoyah Avenue between W. Nokomis Circle and Southgate Road. Work on these streets will require intermittent daily lane closures between 7 a.m. – 5 p.m. through the end of next week. Construction crews will work on the section of Taliluna Avenue between Southgate Road and Lakeland Drive. This section of Taliluna Avenue will be closed to through traffic daily between 7 a.m. – 5 p.m., April 1-5. Access to driveways will be maintained. Alternate routes include Sequoyah Avenue and Cherokee Boulevard.

(Sequoyah Hills Area) Arrowhead Trail Road Closure [March 29] – KUB contract crews will close Arrowhead Trail between Lyons View Pike and Blows Ferry Road to through traffic from 7 a.m. – 7 p.m., Friday, March 29, as work is performed on the wastewater collection system in the area. Alternate routes include Mellen Avenue, Scenic Drive, and Alta Vista Way. Access to driveways will be maintained. Appropriate signage, barricades, and flaggers will be on site to assist with traffic control. Follow-up advisories will be issued as necessary.

(Sequoyah Hills) Sequoyah Hills Area Road Closures [April 1-5] – KUB contract crews will implement the below indicated road closures, from 7 a.m. – 5 p.m. daily, starting Monday, April 1, through Friday, April 5, as work continues on the wastewater collection system in the area:

  • Sequoyah Avenue between Southgate Road and Agawela Avenue – closed intermittently as needed.
  • Kenesaw Avenue between Taliluna Avenue and Cherokee Boulevard – closed intermittently as needed.
  • Taliluna Avenue between Lakeland Drive and Southgate Road – closed daily. Alternate routes are Sequoyah Avenue and Cherokee Boulevard.

Access to area homes will be maintained, and barricades and signs will be on site to assist with traffic control. Follow-up advisories will be issued as necessary.  

In conjunction with City of Knoxville Parks and Recreation, and the Knoxville Track Club, all planned wastewater system work on Cherokee Boulevard has been postponed until after the Knoxville Marathon and Dogwood Arts Trails events.

Sequoyah Park – Morgan Construction is scheduled to begin work to rehabilitate the existing wastewater main and manholes in Sequoyah Park in early April. The park, all parking areas, and boat ramp will remain open during this work. Morgan Construction will maintain a fenced area in the middle parking lot for equipment and materials storage. KUB has coordinated work in the park with City of Knoxville Parks and Recreation and the Kingston Pike Sequoyah Hills Association. Informational banners will be placed in the park parking areas to provide park visitors with details about the wastewater rehabilitation work. Additionally, both KUB and the City of Knoxville will issue news releases and information on social media about work in the park. Updates on the progress of work in the park will be posted weekly and as needed on this blog site.

Whitlow Park will not be affected by Phase 2 construction.

Appropriate traffic control measures, including signs and barriers, will be in place to assist with traffic flow. Access to driveways will be maintained. All lanes will reopen to normal traffic flow outside of listed work hours and on weekends. The Sequoyah Greenway will not be affected by this work.

Concord Street/Painter Avenue Area Wastewater Project

March 29, 2019 Update – Construction activity in the Painter Avenue area will not impact the portion of the 2019 Covenant Health Knoxville Marathon race course that travels along Concord Street and the nearby Third Creek Greenway.

Excavation work at the intersection of Painter Avenue and Concord Street will continue through mid-April. Intermittent lane shifts will be implemented temporarily on Concord Street as needed for the duration of work in this area. Two-way traffic will be maintained at all times on Concord Street. Painter Avenue will remain closed to vehicle traffic through for the duration of construction in this area. Alternate routes around the closure zone will include Jersey Avenue, Lindsay Place, and Sullins Street.

Following completion of work on Painter Avenue in mid-April, a closure of the Third Creek Greenway lasting approximately one week will be required between the west entrance/exit to Tyson Park and the trail split near Safety City. A detour will be set up via Painter Avenue while this section of greenway is closed. All traffic and greenway impacts will be communicated by KUB and the contractor via onsite signage, media advisories, and on social media platforms. Construction affecting Painter Avenue and the Third Creek Greenway will not be performed at the same time, and related closures will not occur during the same period.  See map on right hand side of blog for more details.

Kenesaw Avenue Road Closure [March 27-29] – KUB contract crews will close a short section of Kenesaw Avenue between Taliluna Avenue and Cherokee Boulevard to through traffic from 7 a.m.- 5 p.m. daily, starting Wednesday, March 27, through Friday, March 29, as work is performed on the wastewater collection system in the area. Alternate routes include Taliluna Avenue and Agawela Avenue. Access to driveways will be maintained. Appropriate signage and barricades will be on site to assist with traffic control. Sequoyah Hills Wastewater Project - Corrected Update

March 22, 2019 UPDATE – CORRECTED UPDATE - Noelton Drive Water Main Replacement Project – Paving and restoration work will be completed before this upcoming Thursday, March 28, on Noelton Drive. It was not completed this week as previously posted. Restoration work on Chippewah Circle and Dogwood Lane will take place in April, after the Knoxville Marathon event in late March as previously communicated.

March 22, 2019 UPDATE – Noelton Drive Water Main Replacement Project – As of Wednesday afternoon, March 20, all paving and restoration work was completed on Noelton Drive. Paving and restoration work on Chippewah Circle and Dogwood Lane will take place in April, after the Knoxville Marathon event in late March.

Sequoyah Hills Wastewater Rehabilitation Phase 2 – KUB Phase 2 contractor, Morgan Construction, completed paving and restoration on Keowee Avenue, and Taliluna Avenue this past week. Paving and restoration work requiring intermittent lane closures between 7 a.m. – 5 p.m. will continue on Kenesaw Avenue and the section of Sequoyah Avenue between Agawela Avenue and Southgate Road through next week. Crews will also begin construction on the section of Kenesaw Avenue south of Taliluna Avenue this week. This section of Taliluna Avenue will be closed to through traffic daily between 7 a.m. – 5 p.m. Alternate routes include Agawela Avenue, Taliluna Avenue and Tugaloo Drive.

Noelton Drive Water Main Replacement Project – KUB Underground Construction crews have completed all water main installation, testing, and customer service line connections on Noelton Drive, Chippewa Circle, and Dogwood Lane. Paving and restoration will continue on these streets over the next several weeks as weather conditions allow.

Sequoyah Hills Wastewater Rehabilitation Phase 1 – Manhole rehabilitation crews will continue to work at various locations throughout the Phase 1 area. Temporary lane closures may be needed in the immediate area where crews are working.

Sequoyah Hills Wastewater Rehabilitation Phase 2 – KUB Phase 2 contractor, Morgan Construction, completed wastewater system rehabilitation work on Kenesaw Avenue, Keowee Avenue, and Taliluna Avenue this past week. Morgan Construction will continue with scheduled work on Keowee Avenue (between Southgate Road and West Nokomis Circle) and Taliluna Avenue (between Tugaloo Drive and Kenesaw Avenue). Work in these areas will require daily road closures between 7 a.m. – 5 p.m.

Sequoyah Hills Wastewater Project

March 8, 2019 UPDATE – Noelton Drive Water Main Replacement Project – KUB Underground Construction crews have completed all water main installation, testing, and customer service line connections on Noelton Drive, Chippewa Circle, and Dogwood Lane. Sequoyah Hills Wastewater Rehabilitation Phase 1 – Manhole rehabilitation crews will continue to work at various locations throughout the Phase 1 area. Temporary lane closures may be needed in the immediate area where crews are working. Manhole repair work requiring closure of the eastbound curbside lane of Kingston Pike between Lyons View Pike and Kingston Park Drive scheduled for this past week was postponed. Details associated with this work and closure will be communicated pending TDOT approval of the traffic control plan.

Sequoyah Hills Wastewater Rehabilitation Phase 2 – KUB Phase 2 contractor, Morgan Construction, started construction activity this past week with pipe-bursting crews working on short sections of Kenesaw Avenue (between Woodland Drive and Iskagna Drive) and Keowee Avenue (between Southgate Road and West Nokomis Circle). Rehabilitation work will continue on Keowee Avenue next week while paving and restoration crews work on Kenesaw Avenue. Work in these areas will require daily road closures between 7 a.m. – 5 p.m. The contractor will close the westbound lane of traffic on the section of Cherokee Boulevard between Tugaloo Drive and Kenesaw Avenue daily from 7 a.m. – 5 p.m. starting Monday, March 11, through Friday, March 15, as part of ongoing wastewater collection system work in the area. Eastbound traffic will be maintained on this section of Cherokee Boulevard. Detour routes around the work zone will shift to coordinate traffic flow and construction in other areas:

Monday, March 11, and Tuesday, March 12 – Westbound traffic flow will be detoured          via Tugaloo Drive, Taliluna Avenue, and Kenesaw Avenue.

 Wednesday, March 13, through Friday, March 15 – Taliluna Avenue will close for          wastewater collection system construction. Detour route will shift with the eastbound              lane of Cherokee Boulevard used to alternate traffic flow. Flaggers will be present to              alternate traffic and maintain flow.

Additionally, as noted above, Taliluna Avenue will be closed to through traffic between Tugaloo Drive and Kenesaw Avenue daily from 7 a.m. – 5 p.m., starting Wednesday, March 13, through Friday, March 15. Appropriate traffic control measures, including signs and barriers, will be in place to assist with traffic flow. Access to driveways will be maintained. All lanes will reopen to normal traffic flow outside of listed work hours and on weekends. The Sequoyah Greenway will not be affected by this work.

Alternate routes include Sequoyah Avenue, Taliluna Avenue, Wilani Road, and Agawela Avenue. Access to driveways and local businesses will be maintained. Appropriate signage and barricades will be on site to assist with traffic control. Follow-up advisories will be issued as necessary.

Alternate routes include Kenesaw Avenue, Talahi Drive, and Keowee Avenue. Access to driveways and local businesses will be maintained. (Sequoyah Hills Area) Kingston Pike Lane Closure [March 7-8] – KUB contract crews will close of a short section of the eastbound, curbside lane of Kingston Pike from Lyons View Pike and Kingston Park Drive, daily, from 9 a.m. – 3 p.m., starting Thursday, March 7, through Friday, March 8, as work is performed on the wastewater collection system in the area. One eastbound and both westbound lanes will remain open. Access to driveways will be maintained. Appropriate signage and barricades will be on site to assist with traffic control. Follow-up advisories will be issued as necessary.

Concord Street Area Wastewater Project


March 1, 2019 Update – Contractor Mobilizes Onsite – KUB contractor crews set up the traffic control measures and began mobilizing equipment for the wastewater collection system rehabilitation project in the S. Concord Street/Painter Avenue area this past week (see map at right). Construction is expected to last in this area through early May 2019. Painter Avenue is closed to vehicle through traffic for approximately one month. Intermittent lane shifts can also be expected along Concord Street during this time. Alternate routes around the closure zone will include Jersey Avenue, Lindsay Place, and Sullins Street.

Following completion of work on Painter Avenue, a closure of the Third Creek Greenway lasting approximately one week will be required between the west entrance/exit to Tyson Park and the trail split near Safety City. March 1, 2019 UPDATE – Noelton Drive Water Main Replacement Project – KUB Underground Construction crews have completed water main installation and testing of the new water main on Chippewa Circle this week. Paving and restoration work continues on Noelton Drive and Chippewa Circle as weather allows. Water main installation crews shifted the work zone to Dogwood Lane this past week. Customer service line connections and paving and restoration work will follow on Dogwood Lane.

The above-mentioned streets will remain closed to through traffic for the duration of this project, which is scheduled for completion in early March 2019. See map for installation areas. Flaggers, signs, and other necessary traffic control measures will be in place in association with these closures.
